Job Description

JOB TITLE: Executive Director.

SALARY RANGE: $90,000 to $120,000/Yr., based on Education and/or experience.

TERMS OF EMPLOYMENT: Regular, Full-Time. Subject to Employment Contract.

FLSA STATUS: Exempt

POSITION SUMMARY: The Executive Director serves as the Chief Executive Officer of Kings Mountain Housing Authority (KMHA) and works directly with the Board of Commissioners in implementing policies and is responsible for the overall administration, leadership, direction, and management of the day-to-day activities of the Kings Mountain Housing Authority which consists of 249 Public Housing units.

QUALIFICATIONS: To successfully perform as an Executive Director of the Kings Mountain Housing Authority, the ideal candidate must possess the education and/or experience, licenses, and certifications listed below. He or She must also pass a criminal background, credit check, and drug test. He or she must be bondable. In addition, an individual must be able to perform the Principal Duties and Responsibilities listed below satisfactorily. PRINCIPAL DUTIES AND RESPONSIBILITIES: The Executive Director shall be responsible for the following:

  • Directs, plans, and administers KMHA operations.
  • Develop and administer administrative policies, procedures, and practices for all KMHA activities and functions in accordance with all federal, state, and local laws, regulations, and ordinances and policies and procedures keeping the Board of Commissioners informed as to the impact of these policies and procedures.
  • Complies with and follows the Bylaws of KMHA, HUD, and all other corporate governing documents.
  • Ensures that Kings Mountain Housing Authority maintains compliance with HUD rules, regulations, and guidelines, and other applicable Federal, State, and local laws and ordinances.
  • Supervises and directs KMHA personnel. Supervisory duties include instructing, assigning, and reviewing work, planning the work of others, maintaining standards, coordinating activities, acting on employee problems, selecting new employees, and making final decisions regarding discipline. Recruiting, hiring, training, assigning duties, and, as necessary, terminating employees as directed by KMHA Personnel Policy
  • Monitors staff performance with regularly scheduled performance evaluations.
  • Creates a safe and positive working environment for all employees.
  • Conducts regular staff meetings.
  • Ensures that the KMHA meets standard performance as required by HUD, SEMAP, PHAS, etc.
  • Oversees KMHA financial and programmatic plans and evaluates their effectiveness on an ongoing basis.
  • Coordinates funding activities and functions.
  • Maintains files and documents of the Kings Mountain Housing Authority.
  • Maintains compliance with North Carolina Tenant and Landlord laws.
  • Maintains rent journals and other financial records systematically and orderly.
  • Provides a clean and safe living environment for all residents of Kings Mountain Housing Authority.
  • Identifies and participates in training opportunities that align with the goals and duties of the Executive Director position.
  • Serves as Secretary to the Board of Commissioners including creating agendas, recording minutes, and properly storing both for each KMHA Board of Commissioners meetings.
  • Set up and notify the KMHA Board of monthly/quarterly Board of Commissioners meetings as to date, time, and place, as approved by the Board of Commissioners. Prepares and distributes the monthly/quarterly Board of Commissioners Meeting Packets.
  • Makes public notice of all Board of Commissioners meetings to comply with the State of North Carolina’s Open Meeting Law.
  • Keeps the Board apprised of all relevant activities, programs, accomplishments, and areas of concern in KMHA operations. Ensures proper and timely action on all matters requiring Board action. Provides recommendations to the Board on all applicable items. Communicate board decisions to KMHA employees.
  • Provides prompt, courteous customer service; responds to residents’ inquiries and complaints. Maintains knowledge of activities and programs available to residents through other social service agencies; provides referral assistance as needed. Intervenes in crisis situations as necessary and appropriate.
  • Represents the KMHA at informal/formal hearings and court hearings; provides court testimony as required.
  • Acts as liaison between KMHA and federal, state, and local governments and with local and national organizations.
  • Exercises an acceptable level of judgment, independence, and problem-solving skills in addressing and completing assignments.
  • Listening and acting upon applicant grievances in reference to housing application denials.
  • Maintains a level of teamwork and working relationships with peers and supervisors conducive to productive work. Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinate staff, co-workers, volunteers, law enforcement personnel, court personnel, other government agency personnel, residents, community organizations, and the general public.
  • Operates a variety of equipment such as a telephone, calculator, computer, printer, copier, fax machine, typewriter, two-way radio, alarm systems, etc.
  • Performs other related duties as required and assigned.

EDUCATION AND/OR EXPERIENCE/SKILLS:

  • Must possess a Business AdministrationBachelor Degree, Public Administration Bachelor Degree, or a related field.
  • Preferred three to five years of experience in public or assisted housing, three years in executive management, or an equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities will be considered.
  • However, candidates with exceptional academic or experience backgrounds that compensate for an academic or experience deficiency may still be considered.
  • Effective written and verbal communication skills and demonstrated successful staff supervision and development are required.
  • General knowledge of computer skills, Internet, and familiarity of Microsoft Windows Operating Systems and Software.
  • Public Housing Manager Certification is preferred or must be obtained within one year of hire.
  • Must possess a valid NC driver’s license.

PHYSICAL DEMANDS:

  • Work is primarily sedentary, but may involve some physical exertion/activities including occasional lifting to obtain files and records, stooping, crouching, twisting, bending, and kneeling; frequent reaching and handling to place and retrieve objects; constant ordinary talking in person and by telephone, constant exposure to continuous background sounds; constant seeing with near and far acuity and sufficient field of vision to perform the duties of this job with possible eye strain from working with computers and other office equipment.

WORKING CONDITIONS:

  • Work involves the normal risks and discomforts associated with a standard office environment but is usually in an area that is adequately cooled, heated, lighted, and ventilated. Approximately eighty-five percent (85%) of the essential duties/activities for the position are performed indoors; approximately fifteen percent (15%) of this work is performed outdoors, including driving to and from meetings, monitoring site work, and housing units. Approximately eighty percent (80%) of this work is performed while sitting; approximately fifteen percent (15%) is performed while standing and five percent (5%) of this work is performed while walking.

ORGANIZATION:

  • Kings Mountain Housing Authority is a federally funded public agency responsible for administering public housing rental assistance programs for eligible low-income individuals/families and rural development housing for eligible elderly and disabled individuals/families living in the Kings Mountain city limits. KMHA is governed by a 5 to 11-member Board of Commissioners appointed by the Mayor of the City of Kings Mountain.
