About the department:
The Kitsap County Human Services Department provides essential services that address individual and community needs, preserve the rights and dignity of those they serve, and promote the health and well-being of all Kitsap residents.

Kitsap Recovery Center (KRC), located in Port Orchard, provides both inpatient and outpatient substance abuse treatment services.

KRC is state-approved and utilizes the American Society of Addiction Medicine (ASAM) treatment criteria.  The facility houses 16 inpatient treatment beds and 16 withdrawal management beds. Employees include treatment staff, administrative support staff and two private consultants contracted to provide medical and dietary advice and assistance.

Annually, approximately 2,000 adult men and women receive chemical dependency treatment for drug and/or alcohol addiction. KRC serves primarily low-income and Medicaid-eligible clients. It also accepts clients with private insurance and provides information, education and referrals to all county residents.

Services Include:
• Inpatient treatment program (up to 60 days)
• Sub-acute detoxification services (varied length of stay)
• DSHS assessments and referrals (state-sponsored treatment)
• Case management services
• Drug Court outpatient chemical dependency treatment
• Programs for family members of in-patient clients
• Information and referrals

Summary of position:

We have an exciting opportunity for a Clinical Manager to join our team!
Under general direction, the incumbent plans, develops, organizes and supervises the treatment programs of the County operated 24-hour, seven day a week, Recovery Center for chemically dependent persons.  Clinically reviews and authorizes all patient admissions, and progress in treatment, assuring compliance with legal regulations and quality assurance of treatment delivery standards to provide effective treatment for chemically dependent persons.  Serves as key liaison in providing positive community coordination of services.  Develops relationships with health care/social service providers, advisory councils, referral services, managed care and insurance providers.  Manages appropriate facility advertising and media relations to maximize community exposure and potentially generate revenue opportunities.  Ability to write and manage grants.  Promotes and presents Recovery Center treatment philosophy. The Human Services Deputy Director will work closely with the incumbent to develop and administer the budget and in personnel administration matters including, but not limited to hiring, promotions, discipline, and discharge.  The incumbent oversees daily supervision of Kitsap Recovery Center staff, volunteers and interns and their activities directly or through subordinate supervisors. Is responsible for monitoring the continued competency of each SUDP in assessment, treatment, continuing care, transfer, and discharge. The monitoring must include a semi-annual review of a sample of the clinical records kept by the SUDP. Must be a Chemical Dependency Professional, registered and in good standing with the Washington State Department of Health and have direct administrative and operational experience in a residential treatment program. Has not committed, permitted, aided or abetted the commission of an illegal act or unprofessional conduct as defined under RCW 18.130.180.
REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor's degree in Social Services, Human Services, or a closely related field AND
  • Five years of progressively responsible experience in the chemical dependency field, including counseling, program planning, development and administration AND
  • At least one year of management or supervisory experience in a clinical setting supervising professional/certified staff OR
  • An equivalent combination of education and experience
  • Must be a Chemical Dependency Professional (CDP), registered and in good standing with Washington State Department of Health.
  • Must NOT have committed, permitted, aided or abetted in the commission of an illegal act or unprofessional conduct as defined by RCW 18.130.180.
  • Must meet the requirements to be an Approved Supervisor, as defined in WAC 246-811-049 and 246-809-134.
PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:
  • Master's degree in Social Services, Human Services, or closely related field
  • Direct administrative and operational experience in a residential treatment program
  • Experience supervising professional/certified staff in a residential inpatient, outpatient or detoxification program

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

  • The duties in this position are performed in an office and a clinical setting, in a 24/7 facility
  • Work requires clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately both in-person and on the telephone
  • Work is subject to exposure to physical hazards such as: restricted work areas and body fluids requiring the use of safe biohazard and blood borne pathogen prevention methods
  • Incumbent may be exposed to violent or hostile individuals in volatile and dangerous situations within the facility
In this role, you will have the opportunity to:
  • Supervise KRC clinical and treatment staff to include establishing work rules and performance standards; plan, organize, and review work; conduct and oversee performance evaluations; assess training needs and provide for development of staff; and initiate and implement disciplinary and termination actions.
  • Resolve staff and client grievances and address sensitive service complaints.
  • Resolve resolution of problems, complaints, or emergencies affecting the availability or quality of services.
  • Develop and maintain systems and records that provide for proper evaluation, control, and documentation of assigned operations.
  • Prepare or oversee the preparation of reports and statistical data.
  • Develop operational goals, policies, and program objectives consistent with procedures and guidelines outlined in Title 70 RCW, to insure the health and safety of clientele of the residential treatment program for drug and alcohol addiction, including dual diagnosis and mental health issues.  Provide guidance in interpretation of policies, codes, and regulations to staff.
  • Develop and implement the Intensive Inpatient, Crisis Triage, Detoxification and Outpatient programs in accordance with applicable requirements of 42CFR, Washington Administrative Code (WAC), and R.C.W. requirements. 
  • Revise clinical policies and programs in accordance with changes in these codes.
  • Maintain/update policy and procedure manual and assure staff adherence to WAC and RCW provisions.
  • Develop short and long-range plans, goals and objectives for assigned operations, including review and update of annual and five-year plans.
  • Analyze and recommend improvements to existing facilities, programs and physical operating systems. 
  • Coordinate assigned activities with other County departments and outside governmental and community agencies.
