KITSAP COUNTY COMMUNITY DEPARTMENT OF COMMUNITY DEVELOPMENT (DCD)

Kitsap County DCD seeks a Program Manager to join our team of professionals. 

Under the direction of the Assistant Director, the incumbent will manage and provide leadership to professional engineering staff consisting of permit reviewers and site development inspectors. This position will provide advanced technical professional expertise in the monitoring, review and implementation of development regulations pertaining to stormwater, grading, erosion control, survey, and traffic. The role requires a fundamental understanding of engineering principles, regulatory framework, and development processes.

REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor's degree in civil engineering or closely related field, and five years of progressively responsible experience including at least two years of supervisory or lead experience; OR
  • An equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:

  • Direct government or engineering experience in permitting of residential, commercial, and Capital projects.  
  • Industry-specific licenses or certifications such as a EIT/PE, Project Management Professional, Professional Surveyor, or Construction Management Professional.  
Driving Requirements
  • The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.  The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy.

In this role, you will have the opportunity to:
  • Provide leadership and guidance to professional staff. Plan, prioritize and assign workloads, setting work priorities and monitoring progress of assignments. Evaluate the work of assigned staff, establishing standards of performance and ensuring the quality of work meets program goals and objectives.
  • Develop policies and procedures, write performance plans and evaluations taking corrective action or discipline, as needed. Participate in the selection of new employees, develop onboarding and training programs, and facilitate continued learning opportunities and skill development for existing staff.
  • Manage, coordinate, interpret, evaluate and review development applications that propose public and private infrastructure to ensure compliance with federal, state and local regulations; review and prepare appropriate conditions of approval based on development regulations; oversee work is being performed in a timely, efficient, technically and legally correct manner;
  • Provide dispute resolution skills, resolve conflicts and act as an interface between the general public, applicants, elected officials and division professional staff. Provide technical interpretations of requirements for resolution of unique permit situations.
  • Provide general public and customer service interface pertaining to development engineering applications, site inspections, and development code requirements. Provide professional expertise on civil engineering development proposals. Attend meetings as it pertains to civil engineering requirements for public and private projects associated with Department permitting requirements.
  • Coordinate with other department supervisors on all development application review requirements. Coordinate with appropriate legal counsel, outside agencies and County Departments regarding their review assignments for development proposals.
  • Monitor and interpret changes to applicable state regulations and participate in the development of new or revised regulations pertaining to permitting. Attend, present and prepare materials for public meetings and formal public hearings on development engineering aspects of code amendment proposals.  Prepare and make public presentations of verbal and visual reports to committees, community groups, special interest groups, elected officials, or the Board of County Commissioners.
  • Monitor program budgets and develop process improvements and action plans in an evolving service environment for better development engineering services.
