Senior People Experience Generalist
Hiring Range: $26.89 - $33.61 per hour

General Summary of Duties:  The Senior Human Resources Generalist provides advanced support in the daily operations of the People Experience Department. This role involves taking on a higher level of responsibility in managing HR functions such as employee relations, investigations, compliance, training, and performance management. The Senior HR Generalist will help to foster a high-performance culture, support employee engagement, and promote adherence to agency mission, policies, and procedures. This position requires the ability to both work independently and to contribute to the People Experience Department practices, strategies, and objectives that align with the goals of Kitsap Mental Health Services. 

 

Supervisory Responsibilities: None

 

Major Responsibilities/Tasks:

 

General Functions

 

  • Provide advanced support on HR policies, benefits, compensation, and other employee relations matters, handling complex inquiries from both employees and leadership.
  • Serve as a key point of contact for escalated employee issues and provide coaching and support on conflict resolution and performance management.
  • Maintain the integrity of HR records, files, and documentation, ensuring compliance with applicable federal and state regulations.
  • Serve as back-up to the HRIS Analyst, ensuring accurate data entry, updates, and reporting for all employee information and HR processes.
  • Serve as the lead for assigned HR initiatives or projects, including employee wellness programs, employee surveys, and training development.
  • Lead and coordinate the annual employee performance review process, working with managers to ensure effective feedback and goal-setting.

 

 

 

 

Recruitment & Retention Initiatives

 

  • Collaborate with staff recruiters, taking a proactive role in workforce planning, ensuring that recruiting strategies align with the agency’s goals for growth and diversity.
  • Conduct salary surveys and internal pay analysis.
  • Analyze retention data to recommend and implement retention strategies.

 

Benefits Administration, Workers Compensation & Leave

 

  • Assist with benefits administration, including open enrollment, benefits inquiries, claims management, and communicating benefits changes to staff.
  • Collaborate with HR staff to research and implement innovative wellness programs, benefits enhancements, and strategic benefit planning.
  • Take a lead role in managing workers' compensation claims, coordinating with third-party administrators, tracking claims, and ensuring compliance with relevant regulations.
  • Partner with HR staff to advise employees on leave benefits, FMLA, PFML, ADA accommodations, ensuring compliance, accurate tracking, and effective communication.

 

Compliance and Reporting
 

  • Ensure compliance with all federal and state labor laws, the ACA, and OSHA.
  • Prepare and submit reports for regulatory agencies (e.g., ACA, EEO-1, OSHA logs, etc.).
  • Manage and update internal compliance audits related to employment records, benefits administration, and workplace policies.

 

Department Support and Additional Responsibilities

 

  • Lead assigned inter-departmental projects and initiatives, ensuring alignment with the agency values, culture, and business objectives.
  • Represent the HR department in employee training, events, and meetings.
  • Actively participate in KMHS events and functions as a representative of the HR department.
  • Other duties as requested and assigned.

 

Minimum Qualifications:

EDUCATION: Bachelor's degree in Human Resources or related field or equivalent professional experience in lieu of degree

EXPERIENCE: 4–6 years of progressive experience in Human Resources, with a focus on employee relations, investigations, compensation, and leave management

Preferred Qualifications:

  • 6 years of experience in a senior HR generalist role or similar leadership capacity
  • Bachelor's degree in Human Resources or related field
  • Advanced certifications such as PHR/SPHR, SHRM-CP/SHRM-SCP, or other relevant HR certifications
  • Familiarity with HR software systems (HRIS) and proficiency in using tools like UKG
  • Expertise in employee relations, workers' compensation, and leave management

 

Performance Requirements:

KNOWLEDGE:

  1. In-depth understanding of HR principles, practices, and regulations.
  2. Strong knowledge of labor laws, compensation, benefits administration, and compliance.

SKILLS:

  1. Advanced working knowledge in MS Office (Word, Excel, Outlook, and PowerPoint).
  2. Excellent communication, organizational, and interpersonal skills. 
  3. Excellent organizational skills, time management, and attention to detail.

 

ABILITIES:

  1. Requires the ability to prepare professional correspondence for a variety of communications with internal and external customers. 
  2. Ability to reliably handle sensitive and confidential information with discretion and integrity.
  3. Demonstrated ability to manage competing priorities in a fast-paced environment.
  4. Ability to collaborate effectively inside the department and across the agency.
  5. Strong problem-solving skills and ability to analyze complex HR-related challenges.

 

Equipment Operated: Standard office equipment including computers, fax machines, copiers, printers, telephones, etc.

 

Work Environment: Frequent mobility and/or sitting required for extended periods.

 

Mental/Physical Requirements: While performing the job duties, the employee is required to walk, sit, use hands and fingers, reach with arms, talk, or listen.  May lift up to 25 pounds.
