The selected candidate will work on-site at the Department of Law Enforcement in Tallahassee, Florida.
Background: The current State of Florida Accounting Information Resource (FLAIR) system is based on software developed in the 1970s and was implemented as the core of the state's financial system in 1981. The State has now embarked on a multiyear endeavor to replace FLAIR with a cloud-based modern financial management solution (FMS) called the Florida Planning Accounting and Ledger Management (PALM) Project. The project officially began in 2014 with the Cash Management portion going live in July 2021. The implementation date for the remaining Financial, Payroll, and Data Warehouse waves is scheduled for July 1, 2026.
Florida PALM operates on Oracle PeopleSoft 9.2, leverages a Service Oriented Architecture (SOA), is hosted by Oracle Cloud Infrastructure, and is connected via MyFloridaNet-2.
To align FDLE s implementation approach to the Florida PALM project, comprehensive project management, functional transition planning, and remediation of impacted people, processes, and technology will be required. Multiple agency business systems have been identified as containing FLAIR data elements. They will need to be assessed and analyzed to determine if they will require modifications, if they are to be retired, or if they will be unimpacted. We currently have numerous business systems that exchange data with FLAIR. Many of these systems will be required to interact with Florida PALM and continue to provide data files on a daily, weekly, and/or monthly basis. Some of these systems are sizeable and will require considerable effort to prepare each of them to accurately communicate with the new Florida PALM system. Additionally, any process or workflow that relates to financial data within the Business Support Program sections must be evaluated and revised in order to perform daily functions in PALM as well as produce required reporting. Training will also need to be developed and implemented prior to go-live.
The transformation of these critical functional agency business systems and related activities will involve close collaboration between the FDLE and the Florida PALM Project team.
FDLE requires the services of a full-time Program Manager to plan and direct the work detailed above.
Description of Services: The Program Manager will work under the direction of an FDLE supervisor to achieve the goals and objectives of the Florida PALM Integration Project.
- Responsible for oversight and management of the Florida PALM Integration Program consisting of multiple systems and state agencies
- Develops the program strategy, supporting business case, and various enterprise- wide high-level project plans
- Ensures integration of systems and projects and adjusts project scope, timing, and budgets as needed, based on the needs of the stakeholders
- Communicate with IT leadership, business leadership, and vendors to communicate program strategy, direction, and changes
- Responsible for delivering all projects contained in the project portfolio on time, within budget, and meeting the strategic and business requirements

Description of Deliverables:
- Program Management documentation including system inventories, strategic documentation, white papers, contracts, MOUs, and all other deliverables required to oversee and manage the Florida PALM Integration Program
- Project Management Plan, describing how the project will be planned, executed, monitored, controlled and closed
- Project Schedule, including activity definition, activity sequencing, activity duration estimating, milestones, and resource allocations updated biweekly
- Risk Management Plan including a risk register identifying all risks with a qualitative and quantitative risk analysis and risk response plans updated biweekly
- Issue Register updated biweekly
- Deployment and Implementation Plan
- Test Plans including Defect Management Plan
- Communications and Communications Management Plan

- Status reports based on reporting schedule

Work Hours: Contractor staff is expected to work a forty (40) hour work week. The duty hours will be set by FDLE. Work hours are from 8:00 am to 5:00 pm on a Monday through Friday standard schedule. Contractors are expected to take a minimum of thirty minutes (to a 60-minute maximum) lunch break on a daily basis. Authorization for additional time required above or below the standard schedule or for requested changes to the standard schedule must be approved by the FDLE supervisor or designee.
