This position is responsible to plan, scope, schedule and conduct complex and/or technically sophisticated engineering work requiring independent judgment for a variety of projects including work done by engineering consultants. Act as lead design engineer, project engineer or project manager on projects with novel, difficult and multi-disciplinary aspects or features. Has technical responsibility for preliminary and final designs and design criteria. Leads project teams and interacts with crew superintendents, foreman and contractors, other utilities and regulatory agencies to troubleshoot and resolve problems during construction or installation.  May supervise or be assisted on projects by engineers, other staff, or consultants.

Specific disciplines: Electrical (preferred), Civil EXAMPLES OF DUTIES - Duties may include, but are not limited to the following:
Perform complex and technically sophisticated engineering design and analysis in the electrical power generation field. Prepare cost estimates. Follow engineering QA/QC procedures. Develop inspection and testing plans.  
Perform complex and technically sophisticated engineering planning, feasibility studies (including technical report writing), cost estimating and economic analyses. Develop alternatives to help determine solutions to operational problems, regulatory concerns, efficiency improvements, asset management issues, etc.
Supervise the utilities NERC compliance program, and appropriate personnel. Assist in the writing of policies and procedures as required to maintain compliance. Attend meetings as required and appropriate, and engage with staff in communications with NERC and WECC staff as necessary
Manage projects from concept to close out. Develop and implement scopes, schedules and budgets for complex and technically sophisticated projects in the electrical power generation field. Set up and lead project teams including design engineers, consultants, contractors, construction inspectors, real property agents, skilled crafts workers, permitting specialists, purchasing agents, etc.   Communicate project progress to internal clients, supervision and management.   Write status and tracking reports. Lead progress meetings.  As necessary, give presentations including project recommendations to teams, senior staff/,management groups and the Commission. Lead consultant selection processes.  With assistance of staff, negotiate and manage consultant contracts. Assure that negotiated conditions and obtained permits and agreements with stakeholders, landowners and regulatory agencies are followed and tracked. Ensure compliance with QA/QC procedures to maintain the quality of project deliverables.
Troubleshoot operations and maintenance problems at the request of the Metering and Substation Department, and Power Operations staff, and customers as required. Clarify and pinpoint problems.  Analyze fault operations and failure information.   Develop testing methods and alternatives.  Provide alternative problem solutions.  Write brief reports describing possible solutions and recommendations.  
Lead the selection, specification, procurement, installation, testing, acceptance of electrical power generation equipment, infrastructure or facilities. Write technical purchase and construction specifications.  With the assistance of appropriate internal staff, prepare public works and purchase bid document packages. Review submittals and respond to requests for information during bidding and/or construction. Assure inspection of fabrication and construction activities, materials, work products and assist or advise of any material and/or construction problems. Implement inspection and testing plans. Lead project start up activities including training O&M staff.
Provide preliminary cost estimates, project scopes and schedules. These may be provided by consultants.
Participate in work process improvement efforts primarily as a member of interdisciplinary work teams.
Maintain a working knowledge and comply with KPUD safety procedures and specific safety requirements of this position.

Requires an extensive and diversified knowledge of the principles, practices and procedures of engineering and project management including methods, materials, equipment, techniques, technical software, schedules, specifications and contract documents. 
Civil, electrical or mechanical engineering design and project management directly relating to utility facilities, including fundamentals of the principles, practices and procedures of an engineering discipline, such as engineering design, calculations, reading and interpreting plans, specifications and project schedules. 
Distribution protection systems and philosophy, Transmission protection and philosophy, Substation design and system protection, Schweitzer Engineering protection relays.
Permits, permitting timelines and City, County, State and Federal permitting agencies and processes.
Public works construction methods, equipment and materials is required.
Skills in:

Advanced Systems Analysis - Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
Excellent verbal and written communication skills.
Personal computer use, office software.
Engineering analysis and design software.
Ability to:
Manage several projects concurrently and familiarity with related specialties in the discipline and with other disciplines is also required.
Communicate effectively with a diverse work force including the skilled crafts, contractors, customers and other engineers.
Demonstrate to KPUD’s satisfaction KPUD’s performance competencies.
Requirements As A Qualification & Progression

Minimum Experience: Requires a minimum of five(5) years relevant experience.
Education: Requires a Bachelor of Science in Engineering or the equivalent combination of education and experience.
Required education, experience, training and certifications: SEE Professional License below
Equivalency: An equivalent combination of experience and education may be qualifying.
Valid driver license:  Yes, or the ability to obtain one within 30 days of being hired.
Professional license or registration:   Professional Engineer (PE) required
Post-offer background check required:  Yes
Post-offer drug test required:  Yes
Post-offer physical / functional test required:  No
Apprenticeship or other education/training required as a condition of employment, progression or advancement:  None
