RESPONSIBILITIES
I. LMS Operations and Maintenance
- Manage day-to-day operations of the LMS by ensuring functionality, reliability, and accessibility for users
- Configure system settings, permissions, roles, and hierarchies to meet organizational needs
- Perform regular updates, patches, and upgrades to the LMS platform
- Act as the primary point of contact for LMS daily operations and end-user support
- Maintain and monitor system performance
- Partner with the team, instructors, and vendors to ensure optimal use of the LMS
- Identify process and quality improvements by providing feedback on usage, defects, and enhancements
- Monitor monthly releases for upcoming system changes and deployments
- Conduct regular health checks on the Cornerstone platform by ensuring configurations align with FTC business needs
- Develop and maintain standard operating procedures (SOPs) and user guides for the LMS
- Document system changes, configurations, and integrations for reference
- Develop system optimization improvements for the LMS
- Design content playlists to enhance training accessibility
- Improve LMS search capabilities to support user efficiency
- Serve as the Designated Security Officer (DSO) for the LMS
- Ensure compliance with FTC security policies and federal cybersecurity standards
- Maintain data security and user access controls to align with FTC’s IT policies and government regulations
II. User Management
- Create, update, and deactivate user accounts as necessary
- Monitor and troubleshoot user access issues and ensure timely resolutions
- Provide guidance and technical support to end-users, instructors, and course designers
- Conduct training sessions for users, administrators, and course creators on LMS functionality
- Generate and analyze user activity reports to identify engagement trends or system issues
- Create and manage user structures (e.g., the creation of user groups and learning cohorts)
- Manage course enrollment (e.g., progress tracking, etc.)
III. Course Management
- Publish and archive online or blended learning solutions, assign training curricula, and add and delete resources
- Manage the course asset library
- Populate course information and assign learners
- Develop and update standardized tools and reporting for ongoing access to learning information
- Generate standard and custom reports
- Analyze reporting data and recommend strategic direction to the Chief Learning Officer, technical managers, or others
- Create and manage course structures and programs based on instructional designer specifications
- Develop and maintain content pages for major agency-wide training initiatives
- Track course revisions and history to identify faulty courses and resolve issues as needed
- Build online assessments and evaluations in LMS for courses
- Manage relationships with third-party vendors and facilitate the successful linkage of courses to FTC’s LMS
- Assign and manage learning paths, certifications, and compliance training
IV. Training Innovation
- Research and implement emerging learning technologies to enhance employee training (e.g., gamification, etc.)
- Advocate for cultural change within FTC by introducing new instructional methodologies and digital learning formats
- Evaluate the impact of changes to FTC’s IT infrastructure on LMS functionality and other learning technologies
- Drive innovation in training and performance support by integrating new tools and methodologies
V. Troubleshooting
- Provide troubleshooting assistance for users regarding logging in to the LMS and accessing courses
- Troubleshoot and resolve issues relating to system functionality and software systems
- Handle escalated support issues requiring LMS vendor interaction
- Collaborate with instructional technologists and designers to resolve LMS access and course content issues
VI. Regulatory Compliance
- Maintain accurate FTC training records to ensure compliance with C.F.R. 410.601
- Review, update, and correct Enterprise Human Resource Integration (EHRI) information required by OPM
- Liaise with the Office of Personnel Management on e-learning initiatives and reporting requirements
- Monitor and implement federal training policy changes that may impact FTC’s LMS and learning programs
- Develop and generate custom reports on user progress, course completion, and compliance
- Provide data insights to support organizational learning strategies
VII. Advisory
- Advise the Chief Learning Officer and senior leaders on LMS advancements workforce training trends and design
- Recommend policies procedures and best practices to integrate learning technologies into FTC’s workforce development
- Provide strategic guidance on LMS use to enhance efficiency and effectiveness in employee learning
KNOWLEDGE & SKILLS
- Technical skills including troubleshooting, and understanding of directories, file structures, and systems

BACKGROUND
- Three (3) years of experience as a Cornerstone LMS Administrator working within the government sector required

Salary : $80,000 - $125,000
