Kodiak Community Health Center (KCHC) is searching for a new Controller. KCHC is a Federally Qualified Health Center (FQHC) that provides comprehensive medical, dental, and behavioral health services to patients in Kodiak, Alaska. We are a private, non-profit organization with our primary health center in Kodiak. We are committed to providing affordable and accessible health care to all by offering sliding fee scale discounts and discounted pharmacy services. We also address social determinants of health through a variety of programs. The Controller is responsible for financial management for KCHC. The Controller oversees all bookkeeping, accounts receivables (AR), accounts payable (AP), budget preparation and adjustments, financial reporting including grant reporting, applicable UDS data generation, audit preparation and support to the Board of Directors Finance Committee including long term financial planning. Reporting to the Chief Executive Officer, the Controller will provide financial and administrative leadership. Working closely with the CEO, the Controller will oversee fiscal operations and finance policy & programs.
ESSENTIAL JOB FUNCTIONS:
Acts as a member of the KCHC Healthcare Team in the provision of health services to individuals, families, and/or their communities. Works collaboratively with patients and their caregivers—to the extent preferred by each patient—as well as with other members of the KCHC Healthcare Team to accomplish shared goals within and across settings to achieve coordinated, high-quality care. The Controller is responsible for the management of budgeting, accounting, purchasing, payroll, grants management, audit and internal and external reporting, financial and cost reporting and analysis, revenue management/credentialing, billing functions, compliance with regulatory requirements, asset and inventory control, audits and other financial functions as delegated by the Chief Executive Officer.
1. Oversee monthly bookkeeping reports for AR, AP, Payroll, Merchant card management and financial reporting.
2. Provide month-end financial closing support.
3. Provide project compliance support such as budget preparation, UDS support, audit preparation, federal compliance requirements, Medicare cost reports, and cost-based fee schedule updates.
4. Complete monthly financial reporting to the BOD Finance Committee, including presentation of the report at the committee meeting and occasionally the full BOD.
5. Ensure preparation of all statistical and financial reports in a timely, accurate manner for clinic management.
6. Leads the preparation of the annual budget with leadership.
7. Oversee a timely audit of all systems to meet regulatory requirements.
8. Oversee patient billing and third-party reimbursement.
9. Oversee all financial requirements for engaged grants.
10. Ensure current accounting policies and SOP’s.
11. Oversee all accounts, ledgers, financial software, and reporting systems, ensuring compliance with GAAP and regulatory requirements.
12. Overall supervision of Accounts Receivable, Accounts Payable, Purchasing, Payroll processing, Grant Revenue Cycle.
13. Supervise and/or aid in the preparation of all regulatory reports (i.e. UDS, Medicare, Medicaid, IRS Form 990, state tax returns, etc.)
14. Accurately assess and report financial matters, reports, and forecasts.
15. Expert knowledge of accounting principles, accounting software and systems.
16. Ability to work independently, direct others, and manage the day-to-day operations of the finance department team with the ability to motivate others in a positive leadership role.
17. Creates, updates, and implements financial policies and protocols to remain compliant with Federal and FTCA requirements.
18. In conjunction with the Revenue Cycle Manager, develops, supervises, and coordinates all efforts to attain maximum third-party reimbursement, including payer credentialing.
19. Keep abreast of FQHC finance and policy updates and serve as subject matter expert to the organization
20. Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash thresholds to meet operating needs.
21. Review contracts for financial implications, making recommendations for counter-proposals when appropriate.
22. Monitor actual performance against budgets and provide regular updates and analyses to the CEO and Board of Directors.
23. Select and engage with outside consultants (auditors, content experts) as necessary.
24. Provide leadership, mentorship, and challenges to the finance team, fostering a culture of continuous improvement and professional development.
25. Other duties and financial projects as assigned by the ED/CEO.
26. This position requires compliance with the Health Center’s written standards, including its Standards of Conduct and policies and procedures pertaining to all operational aspects, furthermore this position is required to report any suspected instances of noncompliance.
27. Performs other related duties, as assigned, that support the overall mission and vision of Kodiak Community Health Center.
Qualifications
ESSENTIAL JOB QUALIFICATIONS:
1. Education:
Masters’ degree in Accounting, Business Administration or Finance strongly preferred. Bachelor’s degree in Accounting, Business Administration or Finance required.
2. Experience:
The Controller will be a seasoned and mature leader with at least five years of broad finance experience, ideally beginning in accounting, followed by experience gathering and evaluating financial information and making actionable recommendations to senior leadership. The candidate will have experience managing the finance function (accounting, budgeting, control, and reporting) within a multi-site-based entity.3-5 years’ finance experience in healthcare setting required. At least 2 years FQHC Finance experience strongly preferred. 3-5 years of grant accounting and federal/state reporting preferred.
