DISTINGUISHING FACTORS
Responsible for the administration and operation of assigned program(s). Manages assigned programs(s) in accordance with applicable regulations, directives and grant agreements.
Coordinates participants, volunteers, staff and contractors for efficient operation of programs.
Familiarity with Microsoft Word, Excel, PowerPoint, and Access for Windows, desktop publishing.

ILLUSTRATIVE TASKS
1. Supervises, assigns and directs assigned program staff in their areas of responsibility.
2. Maintains accurate and complete program records.
3. Under direction of Division Director, facilitates site selection process, including coordination with local government, real estate agent, AHFC and USDA, including compilation and processing of required environmental documentation.
4. Manages administration of the self-help homeownership program, including predevelopment activities, marketing the program to potential homebuyers, facilitating the homebuyer group, monitoring homebuyer accounts and bill paying, vendor relationships, public outreach, grant reporting, and communication with funders and partners.
5. Counsels participants on goal setting and credit repair in one-on-one settings. Makes referrals to other sources of consumer credit counseling and other appropriate assistance when necessary.
6. Screens potential applicants for eligibility. Prepares loan packages for submittal to USDA or other lenders as appropriate.
7. Identifies and fosters partnerships with community and tribal organizations who share an interest in financial literacy and homeownership.
8. Facilitates meetings, both individual and group, and educational workshops.
9. Develops and observes strict client confidentiality protocols and protection of client
information, consistent with industry standards.
10. Reviews program goals; develops and implements systems to evaluate impact and success, regularly updates supervisor on status of projects.
11. Under direction of Division Director, assures fiscal accountability for program funds. Prepares and manages budgets; approves and monitors expenditures and develops cost-effective strategies to ensure best use of funds.
12. Develops and maintains constructive and cooperative working relationships with others.
13. Uses computers and computer systems effectively to conduct research, enter data, create spreadsheets and process information, and to develop documents, program and training materials, and power-point presentations.
14. Develops specific goals and plans to prioritize, organize, and accomplish work.
15. Uses relevant information and individual judgment to determine whether events or processes comply with current program standards, laws, or regulations.
16. Monitors and reviews information from materials, events, or the environment, to detect or assess problems.
17. Performs other duties to assist agency planning, construction, and housing programs at the request of the Division Director.
18. Performs other duties as assigned.

15. High degree of self-motivation; Ability to work independently in a remote field office to achieve results with minimal supervision, and set up and maintain appropriate records.
16. Demonstrated ability to successfully interpret and implement company and departmental policies, procedures, and service standards.
17. Knowledge of the structure and content of business English, including the meaning and spelling of words, rules of composition, and grammar.
18. Must be able to work weekends and evenings when required.
19. Occasional travel required.
