Position Overview: KSA Integration is seeking a Senior Program Analyst to support Marine Corps Community Services (Marine Corps Community Services (MCCS)) program planning, reform, and analysis. The SME will lead efforts in optimizing resource allocation and synchronizing Common Output Levels of Service (Common Output Levels of Service (COLS)) with the Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) reform framework.

Position Responsibilities:
· Lead Marine Corps Community Services (MCCS) Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) reform planning and implementation.
· Manage Common Output Levels of Service (COLS) reporting, dashboard analysis, and performance metrics.
· Facilitate Appropriated Funds (APF)/Non-Appropriated Funds (NAF) budget development and execution monitoring.
· Organize and support Marine Corps Community Services (MCCS) governance transformation groups and reviews.
· Develop prioritization frameworks and optimization tools.
· Coordinate and support Marine Corps Community Services (MCCS)-related conferences and assessments.
Requirements
- Bachelor’s degree with 10 years of logistics/program management OR Master’s with 5 years.
- Expert knowledge of Department of Defense (DoD) or United States Marine Corps (USMC) Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) frameworks.
- Secret clearance required.
- Strong writing skills for reports, decision briefs, and plans of action.
- Experience with governance transformation and budget oversight.
- Experience working with COLS.
Preferred Skills/Experience:
- Certified Safety and Health Official (Certified Safety and Health Official (CSHO)), Certified Safety Professional (Certified Safety Professional (CSP)), or relevant certification.
- Experience with Marine Corps Community Services (MCCS) or related Department of Defense (DoD) community programs.
