Position Summary: Under the direction of the County Administrator this position is responsible for the administration of the animal field operations, animal care facility, and special programs.Essential Job Functions / Duties & Responsibilities: Responsible for department budget, expenses, and revenueResponsible for supervision and training of all staffPurchasing supplies, equipment and required DEA controlled substance with associated record keepingWorking with volunteer program, Animal Relief Fund (ARF)Public presentations about the shelter in the communityAssists other agencies, (i.e. Fish and Game, Livestock Department, and any Law Enforcement agencies that request assistance)Coordinates Countywide Rabies Clinics and pet license programsApprehends and impounds bite animals, stray dogs, dogs at large and unwanted dogs or other animals under conditions that may be hazardous to the communityOperates animal control truckInvestigates field complaintsWrites license violation warningsCites violators of State Statutes and County ordinances relating to animal control and explains these requirements to animal ownersFiles complaints for possible court action and makes required court appearancesParticipates in trainingEuthanizes animals according to the La Paz County Animal Control policyMaintains sanitary condition of trucks, kennels, cages, adjacent areas and related equipmentFeeds and waters animals as scheduledPrepares dead animals that are suspected of being rabid and dispatches specimens for State Laboratory examinationPerforms simple maintenance and repair on kennels and equipmentAccompanies and assists the public within the shelter and in kennels for identification, adoption and release of animalsMaintains necessary records and reportsMinimum Job Requirements: Five (5) years of management experience in charge of the operations of an animal shelter and care facility, including personnel and financial managementHigh School Diploma or GED CertificateThree (3) years of experience in Animal Care Services Arizona Driver LicenseMust be able to lift 50 poundsRequired Knowledge, Skills & Abilities: Knowledge of the criminal justice system as it relates to animal welfare, including, but not limited to, search and seizure laws, evidence collection and chain of evidence rules, crime scene investigation techniques, and report writingKnowledge of animal husbandry, including, but not limited to, species and breed identification, animal feeding and nutrition, identification of injuries and illnesses, environmental and housing needs, knowledge of exotic animal husbandry, and animal behaviorAdvanced knowledge in safe handling of rabid or dangerous animalsExcellent oral and written communicationAbility to follow orders and deal with the publicAbility to safely drive equipment truckAbility to establish and maintain effective working relationships with all levels of County and City management, vendors, staff and the publicAbility to provide leadership and direction in pursuing different programsAbility to be deployed to remote areas of the CountyAbility to work in adverse conditions for extended periods of timeAbility to periodically or routinely lift heavy items up to 50 lbs. and carry long distances up to 20 feetAbility to bend or stoop repeatedly or continually over time, walk over rough, uneven, or rocky surfacesAbility to remain in a standing position for extended periods of time
