What are the responsibilities and job description for the Director of Animal Control position at La Paz County?
Position Summary:
Under the direction of the County Administrator this position is responsible for the administration of the animal field operations, animal care facility, and special programs.
Essential Job Functions / Duties & Responsibilities:
- Responsible for department budget, expenses, and revenue
- Responsible for supervision and training of all staff
- Purchasing supplies, equipment and required DEA controlled substance with associated record keeping
- Working with volunteer program, Animal Relief Fund (ARF)
- Public presentations about the shelter in the community
- Assists other agencies, (i.e. Fish and Game, Livestock Department, and any Law Enforcement agencies that request assistance)
- Coordinates Countywide Rabies Clinics and pet license programs
- Apprehends and impounds bite animals, stray dogs, dogs at large and unwanted dogs or other animals under conditions that may be hazardous to the community
- Operates animal control truck
- Investigates field complaints
- Writes license violation warnings
- Cites violators of State Statutes and County ordinances relating to animal control and explains these requirements to animal owners
- Files complaints for possible court action and makes required court appearances
- Participates in training
- Euthanizes animals according to the La Paz County Animal Control policy
- Maintains sanitary condition of trucks, kennels, cages, adjacent areas and related equipment
- Feeds and waters animals as scheduled
- Prepares dead animals that are suspected of being rabid and dispatches specimens for State Laboratory examination
- Performs simple maintenance and repair on kennels and equipment
- Accompanies and assists the public within the shelter and in kennels for identification, adoption and release of animals
- Maintains necessary records and reports
Minimum Job Requirements:
- Five (5) years of management experience in charge of the operations of an animal shelter and care facility, including personnel and financial management
- High School Diploma or GED Certificate
- Three (3) years of experience in Animal Care Services Arizona Driver License
- Must be able to lift 50 pounds
Required Knowledge, Skills & Abilities:
- Knowledge of the criminal justice system as it relates to animal welfare, including, but not limited to, search and seizure laws, evidence collection and chain of evidence rules, crime scene investigation techniques, and report writing
- Knowledge of animal husbandry, including, but not limited to, species and breed identification, animal feeding and nutrition, identification of injuries and illnesses, environmental and housing needs, knowledge of exotic animal husbandry, and animal behavior
- Advanced knowledge in safe handling of rabid or dangerous animals
- Excellent oral and written communication
- Ability to follow orders and deal with the public
- Ability to safely drive equipment truck
- Ability to establish and maintain effective working relationships with all levels of County and City management, vendors, staff and the public
- Ability to provide leadership and direction in pursuing different programs
- Ability to be deployed to remote areas of the County
- Ability to work in adverse conditions for extended periods of time
- Ability to periodically or routinely lift heavy items up to 50 lbs. and carry long distances up to 20 feet
- Ability to bend or stoop repeatedly or continually over time, walk over rough, uneven, or rocky surfaces
- Ability to remain in a standing position for extended periods of time
