Plans, organizes and manages the day-to-day operations of the La Plata County Human Services Business Office and Front Desk; responsible for the supervision and reporting of all business-office-related activities within the agency, including ensuring all accounts payable and incoming revenues are tracked accurately; ensures that Electronic Benefit Transfer (EBT) cards are issued accurately; supervises administration of Non-Emergent Medicaid Transportation and child care provider payments; supports ongoing automation needs and systems of the Department; oversees recovery of funds received by ineligible or fraudulent individuals; and manages front desk staffing and procedures.

Plans, organizes and supervises employees in the day-to-day operations of the Human Services Business Office and Front Desk; supervises overall work performance and daily activities of employees; provides training and review of work; interviews and makes hiring recommendations; conducts performance appraisals and related management actions.
 
Plans long-range goals, objectives and overall direction for the department.
 
Analyzes business office and front desk processes on an ongoing basis; presents findings and recommendations to Director and other management personnel.
 
Opens and maintains all vendors in the county accounting system.
 
Monitors the receipt, issuance, and tracking of all assets that are kept in the Business Office, including agency credit cards, client trust accounts, EBT cards, payments made to Human Services, vouchers, and other items.
 
Ensures that all approved child care providers have completed the necessary steps to be paid through the Colorado Department of Human Services; generates, tracks, and enters all necessary documentation to ensure accurate and timely payment for approved child care services; researches and resolves any problems that arise through the child care payment system.
 
Reviews and approves Child Welfare Case Services and Core Services payrolls through the Trails automated system.
 
Assists in development of comprehensive annual budget; monitors, reviews and approves accurate coding of expenditures.
 
Collaborates on financial issues with finance analyst, division managers or others to determine financial policy and direction.
 
Prepares and reviews financial transactions to ensure proper accounting treatment under generally accepted accounting principles; reviews and approves all Department expenditures to maximize revenue.
 
Maintains effective communication with La Plata County Finance Office regarding financial issues to ensure compliance with applicable rules and regulations.
 
Provides supportive services for general departmental work environment involving building issues, furnishings, security and communications.
 
Collaborates in the development and implementation of accounting controls, policies and procedures to ensure that assets, liabilities and earnings are properly stated and accounted for.
 
Evaluates and effects any necessary changes to division policies, procedures and organization structure; ensures departmental and division communications are transmitted effectively.
 
Provides support to the finance analyst in all activities related to San Juan County's Social Services finances.
 
Performs other related duties as assigned.

Education and Experience:

High School diploma or GED; and,

 

Five years of progressively responsible office administration experience; or

 

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:

Knowledge of:
 
Generally accepted accounting principles and practices; general business and management principles and practices; local and state finance and budget law.
 
Generally accepted governmental accounting principles and governmental auditing standards.
 
Applicable state, federal and local ordinances, laws, rules and regulations.
 
Recordkeeping, report preparation, filing methods and records management techniques.
 
Budgetary principles and practices.
 
Administrative principles and practices, including goal setting and implementation.
 
Administration of staff and activities, either directly or through subordinate supervision.
 
All computer applications and hardware related to performance of the essential functions of the job.
 
Skill in:
 
Using tact, discretion, initiative and independent judgment within established guidelines.
 
Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction.
