Position Summary
The Executive Director (ED) is responsible for the overall administration, management, and strategic direction of the Housing Authority of the City of Lake Charles (LCHA). The ED ensures compliance with all local, state, and federal regulations, particularly HUD requirements, while leading the organization in achieving its mission of providing safe, sanitary, and affordable housing. The ED also oversees the planning and execution of housing programs, financial management, personnel administration, and project development.
The role requires focused project management skills for the next two years to oversee the demolition of properties identified for removal and the repair of properties designated for retention. Once this phase is complete, the ED will continue to focus on strategic leadership and operational excellence to guide the long-term success of LCHA.
Responsibilities
- Strategic Leadership
- Work with the Board of Commissioners (BOC) to develop and execute the LCHA's strategic and operational plans.
- Manage the organization's daily operations, ensuring alignment with strategic goals.
- Oversee the repositioning of the Agency’s portfolio, including financing strategies, physical needs assessments, and staff development.
- Operational Oversight
- Plan, develop, and implement housing programs and organizational structures.
- Establish systems to monitor and evaluate all aspects of LCHA’s operations for efficiency and compliance.
- Ensure the safety and security of all LCHA assets, including buildings, equipment, and financial resources.
- Financial Management
- Develop and oversee the agency’s annual operating and capital budgets.
- Identify and pursue federal and non-federal funding sources to support LCHA programs.
- Ensure timely submission of HUD-required plans and statements, such as the Capital Fund Program Five-Year Plan.
- Project Management
- Lead multiple construction and development projects, including managing third-party contractors.
- Manage a one-time local housing study to assess and address low-income housing needs in the community.
- Community and Public Relations
- Represent LCHA in discussions with HUD, local governments, community groups, and the media.
- Strengthen LCHA’s public image and relationships with community leaders and stakeholders.
- Human Resources Management
- Oversee recruitment, training, evaluation, and management of LCHA staff.
- Ensure appropriate staffing levels and foster a positive and productive workplace environment.
- Board Liaison
- Provide monthly updates to the BOC on organizational performance and strategic initiatives.
- Organize and lead BOC meetings, offering recommendations for organizational improvements.
- Professional Development
- Stay informed on industry trends, regulations, and best practices through professional seminars and community engagement.
Essential Skills and Expertise
- Strong project management skills, particularly in housing construction and development.
- Short-term project management skills to oversee construction and development projects during the next two years, including the demolition of select properties and the repair of those identified for retention.
- Marketing and public relations skills to enhance LCHA’s public profile.
- Financial acumen to oversee budgets and funding programs effectively.
- Leadership capabilities, including personnel management and organizational oversight.
- Comprehensive understanding of HUD programs (e.g., Public Housing, RAD) and funding mechanisms such as LIHTC and FHLB.
- Ability to build relationships with city officials and community leaders.
Education and Experience
- Bachelor’s degree in Business, Finance, Public Administration, or a related field (or equivalent experience).
- At least 5 years of managerial experience in public housing, project management, or a related field.
- Certifications required within one year of employment:
- Certified Management Executive (CME)
- Public Housing Manager (PHM)
- Housing Choice Voucher Manager Certification (HCVMC)
- Tax Credit Certification (NPCC or HCCP)
Additional Information
- Employment Type: Contract, with an annual renewal subject to mutual agreement.
- Physical Requirements: Primarily sedentary with occasional on-site inspections and meetings.
- Work Environment: Combination of office and field environments, including travel to project sites and external meetings.
