Position Summary
We are seeking a Human Resources Manager with 2-4 years of experience in Human Resources. The ideal candidate will have a strong understanding of HR best practices, particularly in employee relations, workers' compensation, performance management, and HR compliance. This role will focus on fostering a positive, inclusive, and productive work culture while ensuring compliance with labor laws and company policies. The HR Manager will serve as a trusted advisor to management and employees, helping to resolve workplace issues, improve engagement, and support organizational effectiveness.

Essential Functions
Employee Relations
• Serve as the primary point of contact for employees and managers regarding workplace issues, including conflict resolution, performance concerns, and general employee inquiries.
• Provide guidance on employee conduct, discipline, and conflict resolution, ensuring alignment with company policies and best practices.
• Actively contribute to the development of a positive work environment by fostering open communication and addressing concerns in a timely manner.
• Partner with managers to identify and address any employee relations issues, providing support on investigations, corrective actions, and disciplinary procedures.
• Assist with grievance resolution, including investigating employee complaints and escalating as necessary to senior HR management.
• Support the implementation of employee engagement initiatives and programs designed to enhance employee satisfaction and retention.
Workers' Compensation
• Manage and coordinate the company’s workers' compensation program, ensuring compliance with all applicable laws and regulations.
• Serve as the primary point of contact for employees and managers regarding workplace injuries and workers' compensation claims.
• Oversee the timely reporting of work-related injuries and ensure that all necessary documentation is completed accurately and submitted to the insurance carrier.
• Partner with managers and employees to facilitate return-to-work programs, ensuring that injured employees receive the support they need during recovery and rehabilitation.
• Maintain up-to-date records and monitor workers’ compensation claims, working with insurance providers to track claim statuses and resolve any issues.
• Provide guidance to employees and managers on workers' compensation policies, procedures, and benefits.
• Lead training sessions as needed on workers' compensation processes, including reporting injuries and navigating return-to-work protocols, to ensure all staff and management are informed and compliant.
Performance Management
• Partner with department managers to facilitate the performance management process, including conducting performance reviews, setting goals, and providing feedback.
• Offer guidance and coaching to managers and employees to support employee development and address performance issues proactively.
• Support managers in identifying training or development opportunities to enhance employee skills and career growth.
HR Administration & Compliance
• Ensure compliance with federal, state, and local labor laws, as well as company policies and procedures.
• Maintain and update employee records and ensure proper documentation for compliance purposes.
• Assist in the development and enforcement of company policies and procedures to ensure consistency and fairness across the organization.
• Support in the creation and communication of employee handbooks, benefits, and compensation policies.
• Provide ongoing support to employees and managers on HR-related matters, ensuring alignment with organizational goals and compliance with applicable laws.
Employee Engagement & Retention
• Promote employee engagement to build a cohesive and motivated workforce.
• Provide insight and support to senior leadership on improving retention rates, addressing employee concerns, and enhancing workplace culture.
Supervisory Responsibilities
This position will not supervise staff but will act as a leader within the organization.
Requirements
• Experience: 2-4 years of experience in Human Resources, with a focus on employee relations, workers' compensation, and compliance.
• Certification: SHRM-CP (Certified Professional) or PHR (Professional in Human Resources) certification preferred.
• Education: Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
• Strong knowledge of HR best practices, labor laws, and compliance.
• Proven ability to manage multiple HR functions simultaneously with a focus on problem-solving and employee satisfaction.
• Excellent communication, organizational, and interpersonal skills, with the ability to build trust and influence at all levels of the organization.
• Ability to maintain confidentiality and handle sensitive information with discretion.
• Proficient in Microsoft Office Suite and HRIS systems.
• Strong attention to detail and problem-solving skills.
• Proficiency in English and Spanish preferred.

All Lake County Employees may be required to work as a Disaster Service Worker when a local declaration of emergency or disaster is declared by the Board of County Commissioners. To be prepared for this role, all employees and emergency service function (ESF) leads will attend emergency management trainings and exercises as requested by the Director of Emergency Management. With advanced notification from OEM, employees will make reasonable efforts to attend training events in coordination with other employees and supervisors.
