Qualifications:

  • Associates or Bachelor’s degree in Accounting or related field, with course work in business, math, accounting, bookkeeping, and record keeping.
  • Knowledge of federal and state wage and hour laws and related regulations.
  • Knowledge of Michigan State Office of Retirement System.
  • Payroll processing experience preferred.
  • Demonstrated proficiency using standard spreadsheets and other related software. Ability to learn new software as financial systems change/upgrade.
  • MSBO School Payroll specialist certification or commitment to obtain within three years of hire.
  • Knowledge of basic accounting principles and practices.
  • Possess strong organizational skills including the ability to prioritize multiple tasks, meet deadlines, and maintain detailed records.
  • Demonstrate aptitude for work to be performed, including positive work ethic, self-starting capabilities, exceptional communication skills and technology proficiency.
  • Demonstrate analytical ability to analyze and interpret governmental regulations, technical procedures, collective bargaining agreements, and statistical data.
  • Ability to maintain strict confidentiality and a professional demeanor.
  • Commitment to professional growth of self and staff, and ability and willingness to collaborate with others.


Job Responsibilities:

  • Inputs and processes payroll information (all inclusive of multiple duties) in accordance with established practices; assuring accurate program and funds distribution for timely and accurate payment of district employees.
  • Authorizes off schedule payroll checks for the purpose of resolving problems and meeting special compensation requirements.
  • Inputs and maintains all information into the payroll processing system regarding federal and state taxes, as well as all deductions (e.g., retirement, garnishments, and optional deposits/deductions).
  • Maintains direct deposit system to ensure proper deposits of payroll checks and proper bank communications.
  • Coordinates with district personnel for the purpose of setting up and maintaining payroll data and/or services.
  • Develops reporting procedures, timelines, and internal controls for timely and accurate completion of district, federal, and state reporting requirements.
  • Recommends policies, procedures, and/or actions for the purpose of providing direction for meeting the district’s payroll objectives.
  • Researches discrepancies of payroll information and/or documentation for the purpose of ensuring accuracy and implementing corrective measures.
  • Updates payroll information (e.g., changes to wages/salaries, deductions) as needed.
  • Prepares and distributes all annual taxes information (i.e., W-2 statements, 941 forms).
  • Composes a variety of materials (e.g., reports, memos, letters, procedures, manuals, etc.) for the purpose of documenting activities, providing written references and/or conveying information regarding expenses, balances, etc.
  • Communicate with appropriate staff on payroll deadlines, important information, etc.
  • Review, report, reconcile and maintain payroll information to the Michigan Office of Retirement Services (ORS).
  • Follows and maintains record retention policies of payroll information.
  • Payroll duties include but are not limited to reviewing accuracy of conference reimbursement, mileage and expense, reimbursements, 403b/457 reporting and maintenance, worker’s compensation reporting and maintenance, and employee verification.
  • Inputs cash receipts for all funds of the district.
  • Perform other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the payroll accounting system.
  • Track and report employee attendance and hours for leave, benefits, FMLA, and ACA for posting and reporting.
  • Assist with payroll-related audit assignments.
  • Collaborate with Human Resources for optimal operations.
  • Maintains a variety of files and records related to the payroll system that are confidential in nature (W-4s, 403(b) agreements, garnishment letters, etc.)
  • Respond to Unemployment claims.
  • Other duties as assigned.
