What are the responsibilities and job description for the Deputy Planning Director position at Lancaster County Government?
Lancaster County, South Carolina is one of the fastest growing counties in South Carolina and the Charlotte, NC Metropolitan Area. The County is currently undergoing a transformative process through the ongoing development of a new Comprehensive Plan and Unified Development Ordinance (UDO), which the Deputy Director will have an oversight role in. The Planning and Zoning Department is seeking a Deputy Director who is adept at working in a dynamic environment that includes both urban and rural planning elements. Working in the Planning and Zoning Department is a collaborative process that requires camaraderie with teammates. Lancaster County is willing to offer a very competitive salary in order to hire the most qualified candidates.
The Deputy Planning Director will play a key role in helping direct day-to-day departmental activities and will lead or support key initiatives. The ideal candidate will be skilled at critical analysis, negotiation, communication, mentoring, and facilitating collaboration. Specific duties may include, but are not limited to the following :
- Helps develop organizational goals and objectives
- Develops administrative policies and operating procedures to implement department goals and objectives
- Provides technical expertise to outside departments and the public
- Integrates planning principles and services into overall countywide initiatives
- Supervises assigned staff members and assesses employee performance
- Manages assigned program areas and prioritizes assigned tasks
- Assesses development review and permitting procedures, and identifies improvements that achieve greater efficiency
- Guides and collaborates with contractors, developers, design professionals, community groups, and citizens
- Makes presentations before the County Council, Planning Commission, Board of Zoning Appeals, and / or community groups
- Provides ordinance interpretations and supports the ongoing UDO rewrite project
- Supports the ongoing Comprehensive Plan project and leads future implementation
- Manages special projects, performs major development plan review, and manages large rezoning cases, as needed
