Compensation Range:

$57,158.40 - $85,737.60

Job Description:

JOB SUMMARY

This person is responsible to lead and direct a crew in maintaining facilities in the County Park system as part of Facilities Management operations and to provide maintenance and support services for other County agencies as required. This person and the crew they lead provide facility maintenance for County-owned and leased facilities while providing a clean and safe environment for visitors, tenants and employees.

The employee in this position is classified as an essential employee and may be required to work when the County offices are officially closed due to inclement weather, natural disaster, other emergency situations, etc. Weekend/Holiday work as required.

REPORTING RELATIONSHIPS

This person reports to the Grounds Superintendent, position #00500293, at the Park location. This person will work directly with other Facility Management supervisors at the Park and other locations.

ESSENTIAL JOB FUNCTIONS

  • Leads and directs maintenance of facilities, including office spaces, pavilions, comfort stations, tenant properties and the swimming pool complex.
  • This person is responsible to lead and direct Building Maintenance Mechanics positions, Part time cleaning positions, and the Trash Maintenance Position ‘’Seasonal’’ in maintaining facilities
  • Operates equipment including backhoe/front-end loader, excavator, track loader, small dump truck and snowplow
  • Operates hand, power and rotary tools
  • Assists with budget input, develops materials lists and recommends purchases of materials and services
  • Identify and plan for Capital Improvements throughout the facilities this position is responsible for.
  • Works with providers of contracted services to ensure that work standards are maintained
  • Responsible for the maintenance and repairs of all Park related privately owned utilities including underground water lines, sewer lines and residential septic systems
  • Responsible for the maintenance and repairs at multiple residential rental properties including regular maintenance inspections and coordination with the tenants related to maintenance issues.
  • Winterizes all outdoor facilities including pavilions, comfort stations, swimming pool and the Garden of Five senses cascading water feature and fountain.
  • Prepares all outdoor facilities such as Pavilions, comfort stations, garden of five senses and the swimming pool for operation in the spring (de-winterize)
  • Snow removal in County Parks and at other County owned properties including 24 hours facilities.
  • Assist Grounds Superintendent with interviews, candidate selection and hiring of Park staff
  • Completes annual employee appraisals for supervised staff and works with Grounds Superintendent on corrective counsel, if needed
  • Ability to competently operate a computer to navigate the internet and use Windows platform (Outlook, Excel, Word)
    • Creates, sends, receives, reads and responds to email
    • Works with a computer-based work order system to request, approve, assign, complete and track staff activities
  • Safely operate a pickup truck (with or without a trailer) / equipment
  • Regularly provides field progress and monthly reports to the Grounds Superintendent
  • Ability to follow County and Departmental Policies and Procedures

OTHER SPECIFIC TASKS OR DUTIES

  • Provides job safety orientation, instruction and monitoring
  • Works cooperatively with Facility Management staff on major projects
  • Responds to maintenance emergencies such as electrical, plumbing and heating, and other emergency situations at the current tenant facilities, pavilions, buildings, etc.
  • Assists with grounds maintenance and sanitation, as needed, including special events, snow removal, loading and hauling trash and recyclables, and janitorial duties
  • Assists in after-hours and weekend maintenance of the County pool in season
  • Oversees and performs basic equipment and vehicle maintenance and repairs
  • Performs other duties as required

MINIMUM QUALIFICATIONSÂ

  • High school diploma or GED required
  • Minimum two years of facilities maintenance or other comparable experience
  • Applicant must have computer skills that include using email; Microsoft Office products such as Outlook, Excel and Word; and navigating the internet
  • Previous supervisory experience and post-high school technical training is a plus

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to understand and follow oral and written directions
  • Ability to work well with minimum supervision, self-motivated
  • Ability to work well alone and with others
  • Ability to assist Superintendent in his/her absence
  • Ability to acquire and maintain Category 24 Pesticide License

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • Category 24 Pesticide License for pool operation preferred or ability to achieve one within one year of employment
  • Must possess and maintain the Aquatic Facility Operator certification or the ability to achieve the credential within one year employment
  • Must have and maintain a valid PA Driver's License with an acceptable driving record in accordance with County policy and submit to driving record background check
  • Must pass a pre-employment fingerprint-based background check
  • Must pass a pre-employment ChildLine Safety Check
  • Must pass a pre-employment drug screening

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • Ability to lift 75 pounds to waist height, 50 pounds to shoulder height and 40 pounds above the head
  • Ability to climb a ladder to a working height of 30 feet
  • Must be able to transverse uneven terrain for long distances
  • Must be able to stoop, bend over from the waist and reach overhead frequently and for extended periods of time
  • Must be willing to work in extreme weather conditions
  • Must be able to sit for extended periods of time while operating equipmentÂ
  • This position requires wearing a supplied uniform consisting of long pants and long and/or short sleeve shirts
  • This position requires the use of closed toe and closed back shoes that support the ankle
