Key Responsibilities:
Subcontract Management
- Tracks changes to the Division’s subcontracted service allocation plan
- Confirms subcontracts accurately reflect allocation plan
- Oversees subcontract budgets and ensure accurate invoicing
- Maintains up-to-date agency fiscal contact lists
- Creates and maintains the subcontractor Notice of Award (NOA) system
- Leads invoicing process, ensuring accuracy and timeliness
- Approves and codes subcontract invoices for payment
- Troubleshoots contract and invoice payment issues
- Serves as the primary contact for contracted agencies and provide fiscal guidance
- Acts as a liaison with the contracts team to ensure smooth communication
- Provides expert training on invoicing processes to agencies and staff
- Recommends improvements to expense contract language
- Ensures adherence to eligibility requirements for expense contracts
- Conducts monitoring activities to ensure contract compliance and fiscal accuracy
- Collaborates with internal teams to resolve financial and contractual issues
- Expertise in invoicing and contract management
- Strong communication and problem-solving skills
- Experience working with subcontractors and internal financial teams
- Familiarity with publicly funded social service programs
- Strong customer service skills and experience supporting internal and external partners
About the Division
The Human Services Division administers a range of programs that support people in Lane County communities – veterans, seniors, adults, children, youth and families – during challenges and transitions in their lives. The division helps address the root causes of poverty, hunger and homelessness through a range of prevention, intervention, stabilization and economic opportunity services.
Schedule: Monday – Friday; 8:00am – 5:00pm

- Equivalent to a bachelor's degree from an accredited college or university with major course work in business administration, fiscal management or accounting or a related field.
- Three years of increasingly responsible experience in financial, accounting or statistical record-keeping and analysis. Some experience in a lead capacity is desirable.
- Direct financial or accounting experience with federal or state employment and training programs is desirable.
- An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.
