NOTE: This position is a flex position. Candidates will be hired in at a level I, with a starting salary of $28.22 hourly. After a 6–24-month period, the selected candidate will be evaluated to determine if they meet the criteria to flex to a level II, with a starting salary of $29.65 hourly.
Hours of Work: 4/10's Shifts may vary from Mon-Thurs 9:30am-8:pm OR Tues-Fri 9:30am-8pm.
The ideal candidate will be able to prioritize multiple tasks effectively and adapt to changes in their daily work including emergency calls; conducts field investigations; checks meter operations and functions. Interact with customers in the course of carrying out duties while creating positive experiences for customers using tact, patience, and understanding in all interactions. Have the ability to work in various working and climatic conditions. A valid Nevada driver's license is required at time of hire.
GENERAL PURPOSE
Under general supervision, performs a variety of duties involved in the reading, installation, maintenance and repair of water meters and AMR/AMI devices for residential, commercial and industrial customers; interacts with customers and responds to inquiries and complaints; may perform a variety of investigations including investigations of high/low consumption, water pressure and water waste; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Meter Service Field Representatives I/II perform a variety of routine to difficult duties in the reading, installation, maintenance and repair of water meters and AMR/AMI devices for residential, commercial and industrial customers. Duties require the ability to learn and use proficiently a variety of mobile computer applications and hardware required to receive and respond to work orders, read meters, document field observations and findings and record work performed. Work typically involves considerable customer contact and requires a strong customer service orientation in responding to inquiries and complaints, frequently from customers who may be upset or angry. Assignments are received in the form of prescribed schedules, general instructions or work orders and incumbents are expected to organize the necessary details, route work orders as efficiently as possible when necessary and carry them through to completion within expected time standards.
Meter Services Field Representative I is the entry level in the class. Incumbents perform the more routine meter reading and meter services work assignments while learning District meter reading and meter operations technologies and systems. Initially, incumbents are primarily assigned to read and record water consumption, utilizing automated meter reading AMR/AMI systems or hand held computers, to turn on and shut off water services and respond to a variety work orders regarding consumption, water pressure, leaks and related problems. This class is alternately staffed with Meter Services Field Representatives II, and incumbents may advance to this level after gaining experience and demonstrating proficiency to perform the full range of duties of the class.
Meter Services Field Representative II is the journey-level in the class. Incumbents perform the full range of duties of the class including, in addition to meter reading, the diagnosis and change out of defective meters/devices and the investigation of water waste and a variety of customer complaints and problems. Incumbents may also be assigned to perform maintenance and change out duties on larger services in vaults, requiring the use of specialized safety equipment and a variety of hand and power tools.
Meter Services Field Representative I/II is distinguished from Meter Services Field Representative Ill in that incumbents in the latter class are responsible for providing lead work direction, training and guidance and performing quality control checks on the work of other Meter Services Field Representatives and performing field meets and investigations of escalated customer complaints and problems.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.
On varying, assigned in-valley and remote area routes, reads residential, commercial and industrial meters routes using AMR/AMI equipment; uses hand-held equipment to read meters when AMR/AMI reads cannot be obtained; completes start up processes for meter reading and communications software on mobile devices at the beginning of shift; troubleshoots and works to resolve mobile terminal and communications device problems in the field; transmits read data; documents read problems and other issues; locates meter services; verifies service information to ensure proper identification and billing information for customer accounts, including meter number.
Performs turn ons and shut offs of water services from 5/8" up to 3" and of fire hydrant meters, in situations involving activation or deactivation of service, repairs and emergencies and illegal or unauthorized water usage; shuts off services on unpaid, delinquent accounts; locks and pulls meters with appropriate security devices.
Installs new meter/AMR/AMI assembles; interrogates, documents and removes/replaces defective or damaged meters/AMR/AMI devices; digs out, cleans, positions and resets meters and meter boxes; cuts out and removes tree roots and concrete; replaces stuck or hazardous single or double lids; checks operation of remote readers and repairs equipment as necessary.
Documents and reports potential cases of water waste observed in the course of work; follows up on reported water waste; may conduct in-depth investigations of water waste, documenting findings by photographs and/or video tape; notifies offenders by door hanger or in person of violations of District water usage and water waste policies and offers suggestions to correct sources of water waste; notifies customers of malfunctioning devices or supply lines and suggested means of correction.
Interacts with customers in the course of carrying out duties; responds to inquiries; explains work being performed and actions being taken; provides general information on irrigation schedules, conservation, water waste and other matters.
Receives and routes a variety of work orders dispatched by mobile data terminal, including emergency calls; conducts field investigations of reported leaks, broken meters, low/high pressure and no water; checks meter operations; checks for inoperable angle meter stops and meters running backwards; tests pressure and flow on-site and on hose-bibs of neighboring property; tests pressure at nearby fire hydrants; checks surrounding areas for factors affecting pressure; checks availability of water at all areas of property and neighboring properties; interviews customers; identifies causes and makes corrections within the scope of responsibility; advises customers of problems found and solutions where appropriate.
Investigates cases of illegal water service connections and similar violations of District service rules; verifies whether property is occupied or vacant; monitors and investigates newly inactivated services for water use; removes illegal connections; takes photographs before and after removal of illegal connections; shuts off, pulls and locks meters with appropriate security devices.
Operates a variety of hand and power tools and equipment in the installation, removal, maintenance and repair of water meters, sometimes in difficult, hard-to-reach or hazardous areas.
Coordinates activities with other sections and divisions.
Maintains motor vehicles, equipment and supplies necessary to complete assigned tasks; inspects and performs daily operator-level maintenance, checks and service on assigned vehicles; requisitions necessary tools, equipment and supplies required for assigned work orders.
OTHER DUTIES
Performs duties in vaults, utilizing departmental safety policies and procedures; operates atmospheric testing equipment prior to entering confined spaces; operates oxyacetylene torches, grinders, saws and other equipment to cut couplings and replace meters up to two inches in diameter.
May conduct field service investigations of escalated problems or situations; reviews information pertaining to situations in the field, including research of District resources; interviews customers and examines sites; re-reads meters in response to customer inquiries and complaints; identifies possible causes and makes repairs.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Geography of the District's service area; basic rand negotiation, terrain association and map reading techniques; operation of handheld, laptop and personal computers; arithmetic and record keeping methods and practices; safety practices, safe work methods and safety regulations pertaining to the work; techniques, tools and equipment and District Service Rules, codes, ordinances, policies and regulations applicable to the reading, installation, maintenance and repair of water meters/AMR/AMI devices; computer applications and field activity codes related to the work; Safe Drinking Water Act and EPA regulations as they apply to the work; operator-level vehicle maintenance methods and practices.
Some assignments require knowledge of: use and operation of oxyacetylene equipment and materials; methods and practices of confined space entry and their application to compressed gases.
Ability to:
Learn, understand and apply detailed instructions and procedures required to read, install, maintain and replace water meters up to two inches in diameter; perform shop math; use hand and power tools common to the trade; safely operate a motor vehicle; navigate by using maps and terrain association; exercise initiative and good judgment with limited supervision to identify and implement effective courses of action to complete assigned work in a timely, efficient manner; inspect and perform operator-level maintenance on assigned motor vehicles; communicate effectively, orally and in writing; use tact, patience and understanding in dealing with customers and the public; use and operate safety equipment including gas detection equipment; establish and maintain effective working relationships with supervisors, co-workers, representatives of other divisions and departments and others encountered in the course of work.
Training and Experience:
The following are typical ways of obtaining the knowledges, skills and abilities outlined above:
Meter Service Field Representative I - Graduation from high school or G.E.D. equivalent and one year of experience involving public contact; or an equivalent combination of training and experience. Experience in using handheld, laptop and personal computers is highly desirable.
Meter Service Field Representative II - A Meter Service Field Representative I may be considered for advancement to Meter Service Field Representative II when departmental needs require performance of the full range of duties in the class and s/he has demonstrated proficiency to do so. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Director, Human Resources and are described in a separate document.
Typically, a Meter Service Field Representative I is expected to be capable of meeting the proficiency criteria within a twelve-month period, depending on an individual's prior experience and progression in performing the full range of duties of Meter Service Field Representative II as described in the established performance criteria.
