JOB SUMMARY

This position performs a wide range of highly responsible operations providing confidential and specialized services for Magistrate and District Court. Works closely with the Magistrate and District Court Judges. Primarily responsible for civil filings in paper form and through Odyssey File and Serve, which includes the issuance of summons, subpoenas, writs of execution, court orders and other court documents. Also responsible for in court proceedings of Juvenile Cases, Guardianship, and Child Protection (CP) cases. Assists the public with all aspects of civil filing, including civil protection orders, small claims, guardianship, and conservatorship cases. This position requires advanced knowledge of legal terminology and an understanding of civil court processes. Required to work without close supervision while achieving and high degree of reliability, confidentiality, and accuracy. Responsible for Small Claims Mediation program and explaining the program to litigants. Serves as Jury Commissioner. High volume of direct contact with the public.

DUTIES AND RESPONSIBILITIES

Essential

· Process in-person civil filings and for electronic civil filings for both Magistrate and District Court cases through Odyssey File and Serve and ensuring that documents are delivered to the appropriate parties and/or entities as required by statute.

· Process filings in E-File for Juvenile and CP cases, and within Odyssey Case Manager.

· Perform duties of all types of court hearings but is primarily assigned to juvenile and CP cases. Courtroom responsibilities include: the administration of oaths to witnesses, jurors, bailiffs, interpreters; marks, tracks and is the custodian of all exhibits offered and/or admitted at court hearings; makes computer entries of all court proceedings, including the hearing results and filing of court documents and scheduling of hearings; draft court minutes of each proceeding; record by digital recording every court proceeding; look after the needs of the court participants; be flexible to clerk hearings when required outside of the 8:00 A.M. to 5:00 P.M. workday schedule.

· Responsible for security of exhibits, files, and court records.

· Processes detention orders, No Contact Orders, and Civil Protection Orders all pursuant to Court Orders.

· Receipts money taken for filing fees in civil cases.

· Responsible for juvenile court calendar and civil scheduling.

· Create Zoom sessions for Court hearings. Add appropriate individuals into hearings, create breakout rooms, and move individuals into appropriate breakout rooms for private conversations with legal counsel.

· Assists with guardianship reports.

· Oversees the small claim mediation program, including scheduling, starting mediations on time over Zoom and remain available for questions, and explains the program to pro se litigants.

· Primarily responsible for waiting on civil counter and answers phone, receives, screens, and directs calls.

· Monitor and screen calls to the Judge, in person and by other means.

· Composes correspondence such as transmittals and responds to frequent requests for information.

· Assists with retrieval of court records via computer, microfilm, and hard copy documents.

· Processes and distributes daily mail within the District Court Clerk’s Office.

· Primarily responsible for the purchase of jury supplies, takes care of ordering and/or preparing meals for juries, and sets up the jury room for jury trials.

· Oversees the Jury process in summoning jurors, tracking, and responding to prospective jurors’ requests to be excused, phoning jurors as needed whenever a trial is vacated. Responsible to see that jury comforts during trials are taken care of.

Must maintain knowledge of current jury rules and regulations as set forth by statute and the Idaho Supreme Court.

· Maintains authoritative knowledge regarding CP cases, including opening new cases and tracking time standards for compliance.

· Assists with file management, gets files ready to scan and assists with scanning duties.

Additional

· Maintain records, payments, and calendar of cases in Odyssey.

· Responsible for file security both within the office and to the public.

· Responsible for the retention and safekeeping of all court documents.

· Responsible to be knowledgeable of file identifications.

· Respond to requests from Magistrate and District Judges.

· Report unusual circumstances to supervisor.

· Maintain established procedures of daily activities.

· Attend trainings as assigned by supervisor.

· Processing of all court documents in accordance with Idaho Code.

· Adhere to timelines of all court records.

· Follow strict accounting procedures for receiving and accounting of fines, fees, forfeitures, bonds, and payments.

· Give assistance in office to complete all tasks.

· Creates case files, updates databases and reviews documents presented for compliance to standards.

Maintains knowledge of mandatory forms as directed by the Idaho Supreme Court.

· Maintains knowledge of proprietary systems, including Odyssey Navigator and File and Serve.

· Qualified to clerk jury trials and intense, high-profile cases.

QUALIFICATIONS

· High School Degree or equivalent.

· Three (3) years clerical experience and working directly with the public, legal experience preferred.

· Data Entry/Computer skills.

· Excellent written and verbal communication skills.

· Able to maintain confidentiality.

· Excellent customer service and de-escalation skills.

· Knowledge of court operations and legal practice.

· Must be able to set own goals and prioritize with minimum supervision.

· High degree of accuracy required.

· Ability to work with and promote good relations with other employees within the department, Law Enforcement agencies, court personnel and the public.

· Ability to make decisions in accordance with state regulations and county policy.

· Must be able to work accurately, efficiently, and pleasantly with constant interruption.

· Ability to successfully conduct an interview with the public in person, on the telephone or other means of communication to determine an appropriate course of action.

· Knowledge of Microsoft Office Suite.

TYPICAL PHYSICAL REQUIREMENTS

· Sitting with intermittent moving in an office environment, lifting of office supplies (e.g., binders, etc.), talking & hearing (in person and by telephone), memorizing, and seeing (e.g., documents, etc.).

Climbing, standing, and walking, stooping, kneeling, crouching, pushing, pulling, and lifting 50lbs.

Job Type: Full-time

Pay: $24.81 - $29.89 per hour
