We are seeking a highly organized and collaborative Proposal Manager to lead all phases of the proposal process in response to federal and commercial Requests for Proposals (RFP), Requests for Information (RFI), and Sources Sought (SS) requests. This role requires exceptional skills in communication and collaboration, managing diverse resources, and ensuring proposal compliance across multiple departments and external partners. The ideal candidate will have excellent verbal and written communication skills, attention to detail, and strong interpersonal abilities.

- Minimum of 8 years of federal proposal experience, with at least 2 years in a Proposal Manager role within federal IT, physical security, or support services.
- Knowledge of federal acquisition processes and tools such as SAM, GSA Advantage, eBuy, GovWin, Bloomberg, NASA SEWP.
- High proficiency in Microsoft Word, Excel, PowerPoint, and Teams.
- Strong command of written and spoken English, with demonstrated ability to deliver clear, compelling documents across technical and non-technical areas.
- Lead proposal efforts with internal departments such as Business Development, Contracts, and HR, as well as with external partners. Drive the proposal process, proactively managing milestones and deadlines.
- Develop and manage templates for cost and technical proposals, past performance documents, and other proposal components based on RFP requirements.
- Oversee technical volumes and sections, ensuring cohesive and persuasive documentation for technical approaches, staffing plans, past performance, and corporate experience.
- Maintain an up-to-date understanding of the organization’s products, services, and strategic directions.
- Monitor and manage amendments, Q&A responses, and compliance requirements for each solicitation, ensuring timely updates and submissions.
- Participate in bid/no-bid evaluations and manage the gathering of information from various sources to mitigate proposal risks.
- Ensure brand compliance for proposals and presentations, maintaining high-quality standards in readability, consistency, and tone.
- Track active opportunities through open sources (e.g., SAM, GSA) and the organization’s internal pipeline, and maintain a repository of reusable proposal content.
- Conduct post-submission reviews to identify and document lessons learned for future proposals.
- Engage in government/industry associations and attend briefings to stay current on trends and practices.
Salary : $90,000 - $110,000
