The Proposal Manager leads and coordinates the end-to-end development of government and commercial proposals, ensuring compliance, quality, and alignment with client needs. This role involves collaborating with cross-functional teams, managing schedules, developing strategies, and maintaining a proposal repository to create persuasive, compliant, and timely submissions.
Position Responsibilities:
- This is a remote opportunity.
- Lead and coordinate the entire proposal development lifecycle for government and commercial proposal requests, from initial assessment through submission.
- Collaborate with cross-functional teams, including subject matter experts, technical writers, graphic designers, and executives, to gather the necessary information and develop responsive proposals.
- Analyze and understand complex RFP requirements, evaluation criteria, and compliance guidelines to ensure accurate and compliant proposal submissions.
- Create and maintain a proposal development schedule, clearly defining milestones and deadlines to ensure timely submission.
- Develop and execute proposal strategies, themes, and win themes tailored to the specific needs of the government and commercial clients.
- Write, edit, and review proposal content to ensure consistency, clarity, and alignment with the RFP requirements and evaluation criteria.
- Conduct regular proposal status meetings, facilitate proposal review sessions, and manage feedback and revisions effectively.
- Collaborate with capture managers and business development teams to understand client needs, gather intelligence, and tailor proposals accordingly.
- Ensure that proposal content is persuasive, well-organized, and aligns with the organization's messaging and value proposition.
- Manage proposal repository, templates, and content library to streamline future proposal development efforts.
- Stay current with industry best practices, federal regulations, and government contracting trends to enhance proposal quality and competitiveness.
- Provide a monthly report detailing the hours used on each project.
- Other duties as assigned.
Requirements:
- Bachelor’s degree in business, Communications, or a related field (or equivalent experience).
- 5 years of experience in proposal development for government and commercial sectors.
- Strong understanding of RFPs, RFIs, and proposal compliance requirements.
- Exceptional writing, editing, and organizational skills.
- Experience leading cross-functional teams and managing the proposal lifecycle.
- Proficiency in proposal tools and software (e.g., MS Office Suite, Adobe Acrobat).
- Knowledge of federal regulations and government contracting standards (e.g., FAR, DFARS).
