The Engineering Certification and ODA (ECODA) Program Manager is responsible for overseeing Engineering and Certification programs for third-party applicants, particularly those that culminate in the issuance of Supplemental Type Certificates (STCs). This role serves as the primary point of contact, ensuring compliance with engineering-specific Statements of Work (SOW), contractual, and commercial obligations. The Program Manager will manage all aspects of project execution, including schedule, budget management, resource allocation, and risk management, while also overseeing performance reporting and ensuring customer satisfaction. Responsibilities include project execution, contract administration, vendor management, and change management, with minimal supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Lead and manage engineering projects and cross-functional teams, ensuring project milestones, cost targets, and product quality are achieved.
Develop and implement comprehensive project plans that cover cost, schedule, and resource allocation to meet program objectives.
Facilitate communication between functional departments to ensure project deliverables are completed within the allocated budget and timeline.
Define, track, and communicate key metrics for project execution, including project milestones, budget adherence, and quality control.
Support the Sales Department with engineering-related cost projections, schedule forecasts, resource planning, and risk assessments during proposal phases.
Serve as the primary interface for Contracts and Sales throughout the entire project lifecycle.
Assist in the development of engineering specifications and provide input during bids and proposals.
Manage day-to-day project execution, ensuring compliance with engineering standards and specifications.
Develop and maintain comprehensive Program Management Plans, including:
Communication Plan
Requirements Verification Matrix
Project and Engineering Schedules
Resource Allocation Plans
Labor and Material Burn Plans
Cash Flow Analysis
Revenue and Contribution Forecasts
Use Earned Value Management (EVM) to track project performance and provide objective evidence to support forecasts.
Maintain communication with customers and stakeholders, ensuring all project expectations are met and regulatory requirements are understood.
Lead program kick-off meetings, schedule development, and daily/weekly status meetings to ensure efficient project execution.
Coordinate engineering needs with the ECODA management team and ensure priorities are aligned.
Prepare presentations for program reviews, including schedule compliance, budget status, and performance metrics.
Ensure design elements conform to customer requirements, meet quality standards, and align with regulatory requirements.
Ensure successful completion of engineering programs that lead to the issuance of STCs.
Lead lessons-learned meetings to drive continuous improvement in engineering processes.
Ensure subcontractors meet engineering specifications and SOW requirements.
Collaborate with Certification teams to ensure compliance with FAA and international regulations.
Complete all necessary training requirements on time.
SUPERVISORY RESPONSIBILITIES
Provide program oversight and indirect management of team members across engineering disciplines.
QUALIFICATIONS
Bachelor's degree in engineering or equivalent technical experience.
8-10 years of industry-related experience in aerospace maintenance, modification, engineering, and certification.
5 years of project management experience in engineering, overseeing cross-functional teams and managing engineering resources.
Demonstrated proficiency in Earned Value Management (EVM) for tracking project performance, managing budgets, and forecasting outcomes.
Previous experience in aviation, aircraft modification, or engineering services is preferred.
Strong computer skills, including proficiency in Microsoft Office and project management software.
Excellent analytical and problem-solving skills, with the ability to prioritize and multi-task.
Willingness to work extended hours or travel as required by the program.
CERTIFICATES, LICENSES, REGISTRATIONS
Project Management Professional (PMP) certification is strongly preferred.
