Job Summary
Under supervision or in the absence of the Finance Director, plans, organizes, and directs all fiscal operations for Laurens County government. Work may involve – in the absence or assists the Finance Director-supervising department staff and performing managerial and strategic work in the areas of fiscal policy management, accounting management, budget administration, auditing, financial reporting and records maintenance, and other functions as assigned. Reports to the Finance Director.
Duties and Responsibilities

Essential Functions
In the absence of or under the direction of the Finance Director, Plans and administers fiscal operations and associated support functions as assigned by the County Administrator.
Supervises department professional and technical support staff; supervisory duties include instructing, planning, and assigning work, reviewing work, maintaining standards, and coordinating activities in the absence of the Finance Director.
Reviews the work of subordinates for completeness and accuracy and offers training, advice, and assistance as needed.
Organize the department's workload and establish work standards to promote efficiency and productivity as needed.
Assists and participates in the development, implementation, and adherence to adopted financial policies that result in the sound financial management of the County.
Assists Finance Staff in the forecast of revenues and expenditures for budget preparation and managerial decision-making purposes; assists departments in preparing budget requests; prepares, recommends, and administers annual budget for the County; monitors revenues and expenditures to ensure adherence to budget allocations, as needed.
Analyzes, interprets, and communicates the financial status of the organization to the County Administrator, County Council, and others for informational and decision-making purposes, in the absence of the Finance Director.
Ensures the maintenance of all accounting records in conformance with generally accepted accounting principles, as well as state and federal government requirements.
Prepares annual financial budget for Council and Administration approval in collaboration with the appropriate staff. Adheres to the budget policy of the county and follows the guidelines to ensure that State Laws and Accounting Standards are met
Prepares the budget calendar to ensure that all required Budget Hearings and Readings are done in compliance with state law regarding county budgets.
Determines the availability of staff to set up budget meetings with appropriate Administrative staff and Finance Staff so that the above-mentioned Hearings and readings are completed accordingly.
Attends and participates in County Council meetings as required; assists, as needed, with preparing and presenting financial reports and recommendations for Council approval.
Receives and responds to inquiries, concerns, and complaints in areas of responsibility.
Receives and reviews various documents, including policies and procedures, financial reports, invoices, bank statements, budget requests, budget documents, legal documents, general ledger, audit reports, and various other records, memos, and correspondence.
Assists with preparing and/or processing various documents, including policies, budgets, financial reports, annual reports, ledgers, tax reports, grant reports, and various other records, reports, memos, and correspondence.
Refers to policy and procedure manuals, ordinances, accounting bulletins, laws, regulations, computer manuals, budgets, chart of accounts, etc.
Operates a vehicle and various equipment such as a computer, printer, fax machine, copier, calculator, telephone, mail machine, scanner, etc.; uses general office supplies and computer word and data processing software.
Interacts and communicates with various groups and individuals such as the County Administrator, County Council, other department heads and staff, various outside professionals, banking institutions, auditors, vendors, and the general public.
Attends meetings, training, seminars, and conferences as appropriate to enhance job knowledge and skills.
Performs other duties as assigned.

Minimum Education and Experience Requirements
Requires a bachelor’s degree in accounting or in business administration supplemented by four to five years of financial management experience, preferably in the government sector; or any equivalent combination of the above training and experience which provides the required skills, knowledge, and abilities. Must possess a valid state driver's license.
Salary : $55,515
