You Are

The Business Development & Operations Director (BDOD) is a pivotal leadership role at Lawelawe Defense, Inc., a Native Hawaiian 8(a) Government IT organization. The role integrates strategic business development and operational expertise to capture and execute high-value federal contracts.

How You Will Make An Impact

You should have extensive experience in manpower, personnel, and operational leadership, the BDOD will spearhead initiatives aligned with the mission of empowering the Native Hawaiian community and delivering unparalleled value to government clients.

Essential Functions

Business Development (70% Focus in Year 1)

Strategic Planning & Capture

  • Develop and execute a robust business development strategy focused on 8(a) sole-source and competitive opportunities.
  • Build a pipeline targeting $50M in opportunities across:
    • Defense and Civilian Human Capital Solutions
    • Intelligence Community and Special Operations Programs
  • Leverage military personnel readiness and resource management insights to identify and qualify strategic opportunities.
Partnership Development

  • Establish relationships with senior leaders across federal agencies, including DoD, USAFE, AFSOC, SOCOM, and JSOC.
  • Collaborate with industry partners, sister organizations, and stakeholders to expand networks and maximize market reach.

Proposal Leadership

  • Participate in the development of RFP/RFI responses, highlighting organizational strengths and aligning with federal requirements.
  • Partner with technical and operational teams to create high-value, compliant proposals.

Agency Penetration and Expansion

  • Drive engagement and strategic partnerships with key agencies, including:
    • Office of the Under Secretary of Defense for Personnel and Readiness (USD(P&R))
    • Defense Human Resources Activity (DHRA)
    • Defense Manpower Data Center (DMDC)
    • SOCOM Intelligence Battalion
    • Defense Intelligence Agency (DIA)
    • National Geospatial-Intelligence Agency (NGA)
Brand Advocacy

  • Represent Lawelawe Defense at high-profile industry events, forums, and networking engagements.
  • Refine the company’s value proposition, aligning with expertise in readiness, force development, and operational success.

Operations Management (30% Focus in Year 1, Increasing Over Time)

Operational Leadership

  • Oversee execution of awarded contracts, ensuring on-time delivery and exemplary client satisfaction.
  • Implement best practices from Air Force mission support roles to strengthen operational frameworks.

Resource Management

  • Collaborate with HR to recruit, develop, and retain high-performing personnel with expertise in IT, intelligence, and human capital solutions.
  • Optimize resource allocation to ensure maximum contract performance and cost efficiency.

Process Improvement

  • Design and implement operational policies that streamline workflows, improve compliance, and enhance productivity.
  • Use KPI dashboards to monitor and enhance contract performance metrics.

Lawelawe Defense Inc ("LDI") is an SBA Certified 8(a) Native Hawaiian Owned (NHO) SDB Lawelawe Defense offers an outstanding record of delivery on various projects encompassing: Program and Portfolio Management; Systems Engineering and Architecture; Network Engineering and Operations; Data Center Optimization and Operations; Desktop/Server and Application Virtualization.

Competencies

  • Prove expertise in personnel and operational management, readiness, and workforce development
  • Strong relationships with federal agencies and stakeholders, including DoD and intelligence community leaders
  • Basic understanding of the capture process
  • Experience with U.S. Federal Sector Business Development is preferred
  • Familiarity with necessary defense contracting tools, including but not limited to: GovWin IQ, Bloomberg, BETA SAM.GOV, FPDS, and similar experience is a plus
  • Knowledge of government solicitation documents, including standard RFP structure.
  • Exceptional skills in team building, resource optimization, and stakeholder engagement.
  • Excellent problem solving, organization and time management skills
  • Strong presentation skills with the ability to organize and present ideas clearly and logically.
  • Ability to manage and prioritize time between regular duties, ad hoc requests, and higher-level corporate priorities/initiatives
  • Business Travel for conferences and customer meetings, as needed up to 15% is expected.
  • Must have a professional, upbeat attitude and have outstanding customer service aptitude
  • The ability to stay calm under pressure and meet tight deadlines

Here's What You Need

  • U.S. Citizenship is required
  • Bachelor’s Degree in Business, Communications, Journalism, Marketing, or other complimentary discipline is preferred, or equivalent experience
  • Experience with MS Office suite and ability to create, format, and manipulate Word documents, Excel spreadsheets and develop PowerPoint presentations and SharePoint
  • Excellent oral and written communication skills.
  • Strong research and analytical skills
  • Team Player capable of working within a collaborative environment.
  • Administrative work ability, preferably in a sales or marketing environment, or a combination of education and experience sufficient to perform the functions of the job
  • Self-starter who exhibits attention to detail and expert organization skills.
  • Strong customer service/customer facing skills.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Must be able to set up trade show booth materials and responsible for shipping to various locations when necessary
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves some equipment up to 40 pounds.
  • Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. and may require overtime occasionally. Evening and weekend hours required, as required by business need. Position is remote with an expectation to travel to offices as required and requested for business and corporate needs.

Travel

Travel is expected to be less than 15% of the time for this position.

Experience

4 or more years of experience.

Security Clearance

Secret Clearance with the ability to be eligible for a Top-Secret Clearance
