Incumbent serves as Bookkeeper for the Lawrence County Auditor’s Office, responsible for balancing Accounts Receivable/Payable. Submission of required reporting on Gateway and IV-D websites.

DUTIES:

Processes claims for payment of invoices and researches claims paid, as needed.

Receives electronic fund transfers, collections from other departments and balances the front counter, daily.

Report generation to outside vendors and departments as requested.

Assist departments with questions on reports and makes any necessary correction to the funds.

Prepares the SEFA for the Annual Financial Report and assist in other reporting for the AFR.

Prepares and balances 1099 forms for all departments.

Assist in the preparation and input of budgets in the financial software. Prepares budget books for the Auditor's Office, County Council and Media.

Attends and participates in all budget hearings as required.

Processes transfer forms for departments, including transferring money from fund to fund or within the same fund.

Carries unused funds over to the next year for departments, as obligated by each department.

Performs related duties as assigned.

I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or GED.

Practical knowledge of grants, funds, annual reporting, and budgets.

Working knowledge of basic filing systems and ability to create and maintain Department files and records.

Working knowledge of standard English grammar, spelling, and punctuation and ability to complete various forms/documents.

Ability to operate standard office equipment including computer, calculator, fax machine, postage meter, copier, and telephone.

Ability to effectively communicate orally and in writing with co-workers, other County departments, State Board of Accounts (SBOA), Department of Local Government Finance (DLGF), and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to comply with all employer and Department polices and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to, or maintain confidentiality of, Department records and information according to State requirements.

Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

Ability to count and make simple arithmetic additions/subtractions.

Ability to apply knowledge of people and locations.

Ability to plan and layout assigned work projects.

Ability to work alone with minimum supervision and with others in a team environment.

Ability to work on several tasks at the same time and work rapidly for long periods often amidst frequent distractions and interruptions, occasionally in stressful situations under time pressure.

Ability to regularly work extended hours and occasionally work evenings and travel out of town for training and conferences, sometimes overnight.

II. RESPONSIBILITY:

Incumbent performs duties according to a flexible customary routine, with work priorities primarily determined by supervisor and service needs of the public. Assignments and objectives are set jointly by supervisor and incumbent. Incumbent refers to supervisor for unusual matters, such as policy interpretations, with some flexibility in the job. Decisions are always determined by specific instructions or existing, well-established policies and procedures. Errors are primarily detected through standard bookkeeping checks. Work errors could result in loss of money to department and loss of time to correct error.

III. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments, State Board of Accounts (SBOA), Department of Local Government Finance (DLGF), and the public for the purpose of giving and receiving information.

Incumbent reports directly to Auditor.

IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, involving sitting/walking at will, sitting/standing/walking for long periods, crouching/kneeling, bending/reaching, lifting/carrying objects weighing 25-50 pounds, keyboarding, close/far vision, speaking clearly, and hearing sounds/communication.
