Pay Range

144,900 - $318,216 Annually

144,900 - $265,188 Annually for the SEL.4 level

173,904 - $318,216 Annually for the SEL.5 level

Job Description

We have an opening for an Engineering Modeling and Simulation (EMS ) Section Leader . EMS consists of eight groups with an array of scientific and engineering skills sharing a common focus on using computational tools and resources to conceptualize, construct, compute, and interpret models of complex systems. These models can encompass single- or multi-physics phenomenon, often in a highly nonlinear regime. The members of EMS act as technical experts contributing to most Laboratory programs and frequently participate in Strategic Partnership Projects with external sponsors. Our experts often contribute to multi-disciplinary teams, interacting with experimentalists and project engineers to deliver solutions to their customers.

Pay Range

144,900 - $318,216 Annually

144,900 - $265,188 Annually for the SEL.4 level

173,904 - $318,216 Annually for the SEL.5 level

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide technical and operational leadership, supervision, mentoring and technical guidance to effectively develop and manage a diverse and inclusive team of group leaders, technical staff and project leaders. Responsible for high-level goal setting, strategic planning, and capability development to ensure project / program goals and objectives are accomplished.
  • Lead, carry out, participate in, and / or coordinate recruiting, hiring, training, career development, and performance management activities as needed to meet programmatic staffing, employee development, and performance related and salary management needs, including providing career counseling, mentoring, and technical guidance.
  • Provide technical and / or programmatic management solutions, including determining and pursuing courses of action essential to obtaining desired outcomes, to highly unusual, complex, and / or sensitive issues where the solution path is not known ahead of time.
  • Manage many parallel tasks requiring the resolution of conflicting work requirements and the prioritization of tasks to meet pre-determined targets.
  • Develop and maintain effective relationships with corresponding program leaders to assist in the achievement of program goals.
  • Participate as a core member of the CED senior leadership team, influence strategic technical decisions and contribute to long-term goals and objectives for the continued development and improvement of the division. Serve as the primary contact between CED senior leadership and the section members, ensuring projects' status, risks, and issues are communicated in an effective and timely manner.
  • Monitor, influence, and / or implement technical advancements to strengthen and expand Section capabilities and applications in its core technology areas,
  • Foster and prioritize appropriate cross-training between technical staff in EMS and members of CED's Weapon Analysis and Methods Section.
  • Collaborate with key programmatic leaders to establish strategic partnerships with external customers and stakeholders and lead the R&D of supporting computational techniques and / or their application.
  • Perform other duties as assigned.

Additional job responsibilities, at the SEL.5 level

  • Champion, lead, and develop strategic positions on programs and technologies to advance one or more of the EMS core technology areas. Use creativity and innovation to lead the application, development, and advancement of principles, theories, and concepts related to the EMS core technology areas.
  • Influence strategic technical decisions made by senior management and external customers based on technical expertise.
  • Serve as a Subject Matter Expert (SME) in one or more of the EMS core technology areas for Laboratory, Program, and Directorate senior management, including serving as an organizational spokesperson and senior technical expert for Laboratory management and / or as an external advisor to customers and sponsors.
  • Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Master's degree in Engineering discipline or related field, or the equivalent combination of education and relevant experience.
  • Subject matter expert knowledge of and significant experience in at least one of the Section core technology areas : solid and structural mechanics, mechanics of materials, thermal-fluids, electromagnetics, energy processes, generative design or optimization.
  • Significant experience applying and / or developing computational tools in at least one of the Section's core technology areas.
  • Substantial experience in researching, writing, and presenting successful technical proposals to senior management and internal and external sponsors.
  • Significant experience developing and implementing creative solutions to a diverse range of highly complex technical problems.
  • Expert level communication, facilitation, collaboration, and interpersonal skills necessary to lead a team, to present, explain, influence and advise senior management, programmatic organizations, and / or sponsors both internal and external to the Laboratory, and to interpret and convey Laboratory policies to employees.
  • Significant experience providing technical leadership, guidance, counseling, and project management while working in a multidisciplinary team environment.
  • Demonstrated ability to manage in positive ways by communicating effectively, empathizing with others, overcoming setbacks, and defusing conflict, with an aptitude for successfully mentoring and supervising others and managing sensitive personnel matters.
  • Additional qualifications at the SEL.5 level

  • Extensive experience interacting and influencing external government sponsors, academia, and industry leaders.
  • Extensive experience and expert technical knowledge to address advancements that may have impact beyond the Laboratory.
  • Proven ability to champion, lead, and develop strategic positions on programs and technologies related to one or more of the Section's core technology areas.
  • Extensive experience attracting and retaining projects, programs, funding, and staff and in planning the integration, management, and implementation of these new programs.
  • Qualifications We Desire

  • PhD in Engineering, Applied Science or closely related technical field.
  • Experience with the development of new computational methodologies in at least one of the Section's core technology areas.
  • Familiarity with the Engineering Policies and Procedures Manual, Design Safety Standards, and leading or participating in formal engineering design review processes.
  • Experience with personnel management, supervision, writing performance appraisals, ranking, salary management, and Laboratory policies and procedures.
