The incumbent to this position performs professional accounting, budget analysis and review, and provides fiscal knowledge, accounting/fiscal support, and technical assistance for departments, sites, and/or programs of the LCTCS. The incumbent reports to and is supervised by the Assistant Chief Finance Officer.

Responsibilities include but are not limited to:
- Responsible for the accounts payable functions which includes but is not limited to the following:
o Perform audits of travel documents prior to payment to ensure compliance with State laws and regulations.
o Maintain vendor files to include: answering questions about records and files; assigning identification numbers or codes in order to index materials for filing; eliminate outdated or unnecessary materials, destroying them or transferring them to inactive storage according to the approved record retention policy; find and retrieve information from files in response to requests from authorized users; and place materials into storage receptacles, such as file cabinets, boxes, bins, or drawers, according to classification and identification information.
- Prepares and/or reviews bank reconciliations.
- Compilation and analysis of data required for the preparation of specialized monthly, quarterly, and annual reports
- Prepares and enters journal vouchers and journal entries; for example, to set up receivables for items due at year end and to correct coding and posting errors as found.
- Reviews routine purchases or expenditures, contracts, and travel expense accounts to ensure compliance with LCTCS and State of Louisiana Policies.
- Communicates with other campus accountants; state and federal auditors; banks; program and management personnel; and vendors for the purpose of providing information and technical assistance needed to resolve problems.
- Confers with administrators regarding problem areas and making recommendations for increasing efficiency.
- Development and maintenance of a system of internal controls to ensure that acquisition and liquidation of system wide liabilities and/or property are made in compliance with generally accepted accounting principles and federal and state laws, regulations and procedures.
- Participates in the development of new accounting techniques in the design and implementation of accounting subsystems, compilation of manuals for accounting and computer application, and preparing managerial reports.
- Other duties as assigned.
Required Education: A baccalaureate degree with twenty-four semester hours in accounting or finance.
Required Experience: One year of professional level experience in accounting or financial auditing.
