The expected hiring range is $33.30 - $36.35 hourly.

The Lee County Community Development Department is seeking a talented individual to join a dynamic team. This position offers an exciting opportunity to contribute to the community. This role involves preparing, organizing, and managing activities to support the production, preservation, and rehabilitation of affordable housing through the State Housing Initiative Program (SHIP). The SHIP program provides funding to local non-profit housing development agencies for affordable housing, targeting very low, low, and moderate-income families. The incumbent will ensure all activities comply with state and local policies, procedures, and regulatory requirements.

Duties and Responsibilities

  • Assists with intake, review, and ranking of SHIP applications, annually. This includes a quality review of the application for completeness, completion of the application scoring card, and analysis of the scoring results to assign a ranking in accordance with SHIP guidelines and statutes, as well as presenting the ranking recommendations of staff to the Board of County Commissioners (BOCC) through the AIR process.
  • Monitor twenty-five percent of all Non-Profit agency contracts, annually, to ensure applications comply with the approved contract for the SHIP program, as well as prepare and send finding reports to the Non-Profit agency within two weeks of monitoring being completed. This includes preparing a close-out letter, 30 days after the finding report is sent to the Non-Profit agency.
  • Responsible for the intake, processing, and tracking of invoices and payment for the Homeownership and Rental SHIP strategies for Non-Profit compliance with their SHIP agreement (within two business days), which includes preparation and filing of the close-out packets by June 30th of each calendar year, input of applicant information in the SHIP database, and scanning and filing of executed mortgage within 30 days of assignment.
  • Prepare Advertising for News Press Ads for annual Ship Funds before August 1st of each calendar year.
  • Prepare and file the SHIP Annual report with the State by September 15th of each calendar year.
  • Prepare and send the Local Housing Assistance Plan (LHAP) Incentive Strategies to the State by December 30th of each calendar year, which includes presenting the LHAP Incentive Strategies to the Affordable Housing Committee (AHAC) annually for their recommendations, as well as presenting the LHAP Incentive Strategies and AHAC recommendations to the Board of County Commissioners (BOCC) through the AIR process.
  • Prepare and send the LHAP to the State tri-annually by May 1st, which includes presenting the LHAP to the AHAC tri-annually for their recommendations, as well as presenting the LHAP and AHAC recommendations to the Board of County Commissioners (BOCC) through the AIR process.
  • Participate in the quarterly SHIP budget review and balancing process with DCD Fiscal staff.
  • Completion of all mandatory training and continued education on the SHIP Program requirements and statutes, through the Florida Housing Finance Corporation and Florida Housing Coalition webinars, conferences, and in-person workshops.
  • Assisting with other SHIP-related duties as assigned, including backup support to other SHIP Staff.

Education, Experience, Licensing

  • Requires any combination of education and experience equivalent to an Associate's Degree or specialized courses/training equivalent to satisfactory completion of two years of college in human services, public administration, or closely related field and two years of related experience with affordable housing, contract and mortgage preparation or closely related experience.
  • Possession of a valid driver’s license with an acceptable driving record is preferred.

Supplemental Information

  • Excellent written and verbal communication skills.
  • Strong time-management abilities, capable of organizing and coordinating multiple tasks simultaneously.
  • Proficiency with office productivity tools, including SharePoint List and Forms (preferred).
  • Proficiency in the use of Microsoft Word
  • Proficient in Excel, including basic math formulas.
  • Familiarity with the Neighborly Program (preferred).
  • Strong understanding and ability to perform fundamental mathematical operations (addition, subtraction, multiplication, division, fractions, decimals, percentages) with accuracy and confidence.
  • Team-oriented with a collaborative mindset.
  • The ability to be flexible, accept change, and act/respond professionally to unknown or unexpected situations.
  • Ability to interpret and understand applicable and local legislation rules and regulations.
  • Knowledgeable in planning timelines and budgeting.

The work schedule for this position is Monday through Friday from 7:30 a.m. to 4:00 p.m.
