Position Overview
The Lee County Building Official is responsible for the administration, enforcement, and efficient processing of building permits and inspections in accordance with state and local building codes. This role manages all building-related applications, ensures timely compliance with safety standards, and maintains accurate records. The Building Official works collaboratively with other departments, contractors, and the public to ensure that all construction activities meet legal and quality standards.
Essential Duties & Responsibilities
Permit & Application Management
- Oversee the intake, review, and processing of building permit applications, ensuring adherence to local, state, and federal building codes.
- Maintain and update permit records and documentation, including fee processing.
Inspection & Code Enforcement
- Develop and implement inspection protocols for new constructions, renovations, and alterations.
- Conduct on-site inspections to verify compliance with building codes and approved plans.
- Investigate complaints related to building code violations and enforce corrective actions as needed.
Policy & Regulatory Compliance
- Interpret and enforce applicable building codes, ordinances, and regulations.
- Recommend changes to building-related policies, procedures, and code enforcement practices.
Public and Stakeholder Engagement
- Serve as the primary point of contact for property owners, developers, and contractors regarding building code questions and permit processes.
- Provide clear written and verbal communications, including expert testimony at public hearings and during enforcement proceedings.
Administrative
- Manage and maintain both electronic and paper filing systems for building records.
- Prepare reports and analyses on building activities, permit issuance, and compliance trends.
- Prepare, present, and monitor the building department's annual operating budget.
- Utilize appropriate software (e.g., Microsoft Office, building permit management systems) to enhance departmental efficiency.
Competencies & Skills
- Proven ability to manage multiple projects and meet strict deadlines.
- Strong analytical and problem-solving skills with attention to detail.
- Excellent communication skills, both written and verbal.
- Proficiency in using computer software for permit management, record keeping, and reporting.
- Ability to interpret technical building plans, blueprints, and codes.
Minimum Qualifications
- Associate degree in Building Construction, Architecture, Engineering, or a related field with 1-2 years' experience in building inspection or permit processing; or a minimum of 5 years' relevant experience (or equivalent combination of education and experience).
- In-depth knowledge of local, state, and federal building codes and standards.
- Valid Illinois Driver's License or the ability to acquire one.
Preferred Qualifications
- Certification as a Building Inspector, Building Code Specialist, or related credentials.
- Experience in building code enforcement and familiarity with modern permit management systems.
Work Authorization/Security Clearance:
A background check is required for this position.
