POSITION: Legal Office LFW Grant Coordinator

SALARY: $35.00 per hour

REPORTS TO: Director/Program Manager & Legal Office Administrator

LOCATION: Legal Department, Nespelem, WA

Basic Functions: This is a Exempt position. Performs specialized legal administrative, office support, and management duties under contract with primary emphasis on maintaining and assisting with all operations of the Legal Foundation of Washington grant for the Colville Self-Determination Project in coordination with the office director and office administrator. The project is funded for three years

MINIMUM QUALIFICATIONS:

Education and Training:

  • Requires AA degree in relevant field from accredited institution or certificate of completion of relevant training from an accredited vocational institute.
  • Must have a valid Drivers License and be eligible for coverage under the Tribes vehicle Insurance.
  • Must be or become a notary public as soon as possible.
  • Must demonstrate working knowledge of sections of Colville Tribal Code relevant to the offices work within six months of hire through testing.

Knowledge, Skills, and Abilities:

  • Requires ability to maintain strict confidentiality.
  • Requires working knowledge of modern office practices, procedures and equipment, including filing systems, receptionist and telephone techniques, and letter and report writing.
  • Requires working knowledge of Tribal government, department operations, policies, procedures, and calendars.
  • Requires a working knowledge of and skill at using personal computer-based software programs that support this level of work, including but not limited to word processing, spreadsheet, basic presentation graphics, special applications used by the office, and data entry with custom databases.
  • Requires knowledge of practices, principles and techniques associated with accounting, office administration and records management to ensure timely submission of all financial and administrative reports.
  • Requires knowledge and experience that reflects exceptional administrative assistance skills under pressure in fast paced and stressful environment.
  • Requires knowledge of tribal contracting processes, purchasing, administrative processes, accounting principles and procedures as well as budget planning and maintenance experience.
  • Requires knowledge in the use of general office equipment (copier, fax, calculator, etc.), especially demonstrated competence in computing and software such as Microsoft Office, Excel and Word and Internet.
  • Requires excellent communication skills orally and in writing with demonstrated knowledge of proper English usage, grammar, spelling, and punctuation to prepare professional correspondence.
  • Requires math skills to perform financial and statistical record keeping.
  • Requires interpersonal skill to work productively and cooperatively, act with compassion and empathy, exercise patience when dealing with clients, staff, and other agencies, and demonstrated ability to present a positive image of the office, convey technical information accurately to others, and demonstrate sensitivity in dealing with a diverse population that can be hostile and confrontational.
  • Requires cultural competence and willingness to learn, understand, appreciate, and adapt to Tribal Government and Court environment.
  • Requires knowledge of Colville Tribes Law and Order Code or willingness to learn, understand, share information regarding Colville tribal law and policy.
  • Requires understanding and respect for values of the community and the ways these values may affect the offices advocacy.
  • Requires ability to supervise projects independently or with a group.
  • Requires open-minded, critical thinking and the ability to analyze complex issues and apply reasoning and logic to identify options and solutions.
  • Requires the ability to independently perform all of the duties of the position.
  • Requires the ability to prepare spreadsheets, graphs and charts, and enter, import, and export data to and from databases.
  • Requires the ability to plan, organize and prioritize work to meet schedules and timelines.
  • Requires the ability to work cooperatively and communicate with clients, management, staff, and the community with patience and courtesy in a manner that is respectful and honors the purpose and mission of the office.
  • Requires demonstrated history of maintaining strict confidentiality.
  • Requires diligence in performing duties, maturity in adversity, demonstrated ability to transcend/not foment interpersonal rivalry/conflict, and a history of consistent work attendance.
  • Requires the ability to walk and move to various office and community locations and the ability to sit for extended periods of time to utilize microcomputers and peripheral equipment and accomplish other desktop work.
  • Requires the ability to use near vision to read printed materials.
  • Requires auditory and verbal ability to carry on conversations in person and over the phone.
  • Requires the ability to retrieve work materials from overhead, waist, and ground level files.
  • Requires the ability to bend, stoop, lift, carry, and move items weighing up to 50 pounds.
  • Requires manual and finger dexterity to write, use a pointing device and keyboard at an acceptable rate that meets office accuracy standards,
    accuracy standards, operate microcomputer, and use other standardized office equipment.
  • Requires the ability to safely operate a motor vehicle.
  • Requires the ability to drive in adverse weather condition.

Special Conditions:

  • This position is grant-funded and under contract, exempting it from the EPM.
  • This position is identified as a safety sensitive position and is subject to pre-employment, post-accident, random, and reasonable suspicion drug testing.
  • Must submit to and successfully clear an extensive criminal background inquiry with a history of no felony convictions and for at least the prior three years, no history of misdemeanor conviction, and no adverse history for matters relating to the Indian Child Protection and Family Violence Prevention Act.
  • Must maintain a clean record throughout employment.
  • Must notify supervisor within 24 hours of law enforcement contact that is not related to employment.
  • Must have a reputation for honesty, fairness, compassion, and credibility.
  • Must take and perform successfully on pre-employment screening test demonstrating aptitude and ability to perform job competently and ethically.

Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.

TRIBAL MEMBER AND INDIAN PREFERENCE WILL APPLY; PREFERENCE WILL ALSO BE GIVEN TO HONORABLY DISCHARGED VETERANS WHO ARE MINIMALLY QUALIFIED.

If required of this position, you must possess and maintain a valid Washington State drivers license and be eligible for the Tribes Vehicle Insurance. In addition, this position may be subject to pre-employment background clearances. If applicable, these clearances must be maintained throughout employment.
