The Manager of Agency Operations and Employee Services oversees and ensures the effective and efficient delivery of services to support agency and employee success. Job scope includes human resources, financial services, purchasing, facilities management, document distribution and risk management/continuity of operations. The manager will oversee all identified functions and directly perform certain responsibilities--based on agency need and individual expertise and preference. A qualified candidate must have in-depth experience in the application or practice of human resources and/or financial services. 

This position reports to the supervising Assistant Director and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
  • Plan, assign, and manage team priorities, assignments, and work schedules--within the context of agency needs; oversee coordination of staffing and leave approval.
  • Achieve team success by fostering communication, collaboration, development, and excellent service.
  • Provide specialized guidance regarding human resources, financial services, and other areas as needed.
  • Coordinate the development, communication, and implementation of agency policies, procedures, and practices.
  • Provide human resources advice and resources to management and employees.
  • Coordinate and facilitate annual and targeted performance and compensation reviews.
  • Facilitate recruitment, screening, and selection of qualified employment candidates. Coordinate integration of new employees.
  • Ensure compliance with all relevant laws and standards in the areas of employment and finance.
  • Manage development of annual operating budgets and biennial appropriation requests, pursuant to executive guidance.
  • Analyze monthly expenditures and FTE levels, comparing actual and projected data to operating budget assumptions.
  • Oversee preparation of financial and related reports in accordance with appropriate requirements and standards.
  • Ensure accurate and timely processing of payroll and travel reimbursement; manage cash receipts, deposits, and disbursements.
  • Manage the purchase and allocation of appropriate supplies, equipment, and services.
  • Provide effective management of facility and parking resources.
  • Ensure excellent reception, communication, and document/digital record services for internal and external customers.
  • Oversee effective administration of risk management, continuity of operations plans, and security.
  • Communicate and coordinate effectively with internal and external colleagues.
  • Identify, develop, and implement improvements to agency operations.
  • Lead or contribute to other initiatives that meet agency or legislative needs.  
  • Contribute to agency projects and perform related work as assigned.
  • Maintain confidential and sensitive information and follow and enhance agency protocols.
  • Understand and apply financial management and human resources management principles; understand legislative processes and the impact of legislative proposals/actions on agency budget and operations.
  • Think critically, maintain objectivity, and use sound reasoning to determine course of action.
  • Ensure the creation of timely, relevant, accurate, and polished work products.
  • Knowledge of ERS benefits programs.
  • Knowledge CAPPS  HR/Payroll.
  • Use business tools successfully (e.g., Word, Excel, Access, Internet Explorer, email, desktop pc, laptop/tablet, and smart phone).
  • Use specialized applications successfully (e.g., USAS, USPS, TINS, SIRS, ERS OnLine, NEOGOV, CAPPS).
  • Engage and enable staff through appropriate delegation, consistency and fairness, timely feedback and decisive action.
  • Analyze, synthesize, and summarize quantitative and qualitative information.
  • Excellent people and project management skills.
  • Excellent problem-solving and negotiating skills.
  • Excellent oral and written communication skills and editing skills.
  • Work at a computer and desk for extended periods of time.
  • Occasionally lift, carry, or otherwise move up to 50 pounds.

Experience and Education:
Required Qualifications
  • Baccalaureate degree from a regionally accredited college or university.
    • Each year of experience as described below in excess of the required three years may be substituted for a degree on a year-for-year basis.
  • At least three years of full-time work experience in human resources, which may include one or more of the following responsibilities: hiring/on-boarding, benefits, payroll processing, compensation/evaluation, record keeping/reporting, policy development/implementation.
  • At least one year of full-time work experience successfully managing, supervising or coordinating the work of a team, group, division or agency.
Preferred Qualifications
  • Certification/license in human resources management. Examples include: PHR, SPHR, SHRM-CP, SHRM-SCP.
  • At least three years of full-time work experience in financial services, which may include one or more of the following responsibilities: budget development/implementation/monitoring, preparing/filing state-required financial reports (e.g., Annual Financial Report, Annual Non-financial Report), preparing/filing federally-required financial reports (e.g., 941s, W2s), record keeping/audit.
  • Work experience closely overseeing or actively performing at least one of the following areas:
    • Risk management or continuity of operations
    • Facilities management
    • Purchasing and distribution
    • Office management
  • Experience working in a legislative environment or participating in a legislative process.
