The System Engineering Supervisor provides engineering analysis for internal and external District customers, including system protection and coordination, load allocations, system optimization, fault studies, substation design and construction, communication, and automation, in compliance with District policies and applicable government standards. Supervisory Responsibilities:
This position directly supervises up to 6 employees in the Engineering department. This position is responsible for the overall direction, coordination, and evaluation of the department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, training, and developing employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Education and/or Experience:
Bachelor's degree from four-year college or university with a degree in electrical engineering or equivalent; and 5 to 7 years of experience in utility or power engineering; or equivalent combination of education and experience.
Certificates, Licenses, or Registrations:
Must have a valid Driver’s license. Licensed Professional Engineer (P.E.) in the State of Washington required.
Computer Skills:
To perform this job successfully, an individual must be proficient in MS Outlook, Excel, and Word. Experience in engineering analysis and GIS software preferred.

While performing the duties of this Job, the employee is frequently required to walk, climb stairs, bend, reach, uses hands to finger, handle, or feel, and sit for extended periods of time. The noise level in the work environment is moderate.

- Manage and direct the daily operations of the system engineering work group. Review work for technical accuracy, priorities, conformance to District policy, standards, drafting practices, and feasibility of construction and maintenance.
- Provide mentoring, support, training and guidance for direct reports while maintaining a cohesive team that works well together with other departments.
- Assist the Engineering Manager in development of the capital improvement program and incorporation of the capital program priorities in budget and extraordinary construction plan.
- Analyze, develop and implement short- and long-term system plans to meet District goals.
- Responsible for coordination and planning of System Engineering work with Operations.
- Provide general support to the Operations Department including review of switching procedures and storm response.
- Provide direction and management on System projects and construction.
- Develop material and equipment specifications and coordinate procurement with purchasing department. Perform engineering analysis, including but not limited to system protection and coordination, load allocations, system optimization, fault study, communication, and automation.
- Conduct field and system analysis to examine substation, transmission, and distribution system status and requirements.
- Complete and manage the design construction and maintenance requirements of new and existing District Substations.
- Develop peak load forecasts for electric system modeling.
- Responsible for collection and reporting of data from the Work Order Management System in conjunction with the GIS section. Also supports the Enterprise Software system.
- Support WECC/NERC Standards compliance as a subject matter expert in applicable areas of the system.
- Performs tasks as assigned by the Engineering Manager to help the engineering team meet District goals and expectations.
