Position Summary:
As Procurement Specialist, you will solicit, negotiate, place, and administer subcontracts/purchase orders for the purchase of goods and services to support our federal government contracts and overhead purchases. You will coordinate the purchasing of equipment, materials, and services using established LCE procurement processes while maintaining consistency with contract schedule requirements and Federal Acquisition Regulations (FAR) guidelines. You will also support government and internal audits as needed
Essential Functions and Responsibilities:
- Advise/train technical staff regarding procurement policies and procedures, risk avoidance, change order management, and cost and pricing.
- Act as the point of contact for internal and external customers regarding government procurement and property issues.
- Coordinate and provide support as needed in areas of subcontract/purchase order close-out and deobligations, federal government audits, proposal preparation, etc.
- Review purchase requisitions and issue purchase orders for materials and services.
- Ensures all purchase orders are complete and reference all necessary conditions and deliverables, including signatures, marking, packaging, payment, documentation, and shipment details.
- Review and enter all subcontractor invoices into the approval workflow.
- Track rejected invoices and resolve any associated issues.
- Conduct annual supplier evaluations.
- Assist other departments with the creation and maintenance of new vendors in the database.
- Assist the Institute team with loading classes, tests, certifications, and registrations into the database.
- Identifies procurement problems and discrepancies that may occur and assists in implementing corrective action.
- Maintain and update Purchasing and Procurement Utilities, Controls, Reports/Inquiries within Costpoint Procurement Module.
- Ensures effective management of procurement procedures as established in company policies.
- Responsible for all aspects of Government Property Management and helping to maintain the Property Management System.
- Assist with contract and purchase order review and work with other departments to administer contractual property requirements.
- Perform self-assessments and initiate corrective action as necessary to ensure compliance with property requirements.
- Perform regular analysis of the Property Management System with a primary emphasis on analyzing data and resolving property records issues.
- Participate in internal and external government property and procurement audits.
- Initiate and maintain contacts throughout the organization and with customers as necessary to resolve property issues.
- Assist in the development and administration of property procedures.
- Responsible for ensuring the integrity of data, records, and government property/procurement reports officially submitted to the Government.
- Support government audits as needed.
- Work closely with the projects team to understand details of procurement requirements.
- Work closely with internal teams to ensure procurement requirements are met and timely communication is maintained.
- Organize self and work environment to ensure timely completion of assigned duties, accounting for unanticipated support needs and changing priorities.
- Bachelor's degree
- Three or more years professional experience working with financial data
- Experience using Deltek Costpoint
- Proficiency in Microsoft Office, especially Outlook, Word and Excel software (including pivot tables)
- Working knowledge of purchasing procedures and practices, materials (government contracting and government property preferred)
- Strong analytical and problem solving skills
- Excellent verbal and written communication skills
- Strong attention to detail with a high level of accuracy
- Ability to adapt to changing technology that could impact business processes
- High comfort level working with and around all organizational levels, clients, vendors, and visitors
- Ability to work as a team player and demonstrate personal initiative to complete the work of the team and company as a whole
- Must have a warm and approachable personality that quickly establishes a professional rapport with all encountered
- Must be sensitive to the professional expectations of the business, ensuring a positive interaction and impression for all stakeholders
- Must be highly reliable and capable of meeting work schedule consistently
- Working knowledge of the FAR and related agency supplements, as well as fundamental federal government contracting principles
- Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
- Ability to speak, read, hear and write, with or without assistance
- Ability to use phone and computer systems, copier, fax and other office equipment
