The Flight Operations Quality Assurance (FOQA) Manager is responsible for, but not limited to, the collection, transcription, analysis, and appropriate dissemination of digitally recorded flight data, and vehicle data. The FOQA Manager will assist the Chief Safety Officer (CSO) in addressing and correcting all deficiencies and all identified hazards.

The FOQA Managers role includes data and image system evaluations and installations. Additionally, the FOQA Manager serves as the Aviation Safety Action Program (ASAP) and Line Observation Safety Assessment (LOSA) programs manager.

The FOQA Manager plays a vital role in maintaining the highest standards of safety, efficiency, and patient care in our helicopter and fixed-wing operations. This position requires a dedicated professional who can effectively manage quality systems, drive continuous improvement, and ensure regulatory compliance in the dynamic and critical field of air medical transport.

Minimal travel is required for this position.

QUALIFICATIONS:

  • Bachelor’s degree in Aviation Management, Occupational Safety Management, Business Management or a related field preferred
  • Experience directing the operations of a FOQA program and Flight Data Monitoring (FDM) program preferred
  • Experience in data analysis, risk analysis, trending, and report generation
  • 5 years experience in safety, quality and/or aviation management with a strong understanding of its regulatory environment, including but not limited to standards promulgated by the FAA, CAMTS, OSHA and other regulatory bodies
  • Strong knowledge of aviation regulations, quality management systems, and air medical transport industry standards
  • Excellent analytical and problem-solving skills, with the ability to interpret complex data from various aircraft systems
  • Strong communication and interpersonal skills, capable of interacting with aviation and maintenance personnel
  • Proficiency in data analysis, reporting tools, and flight data monitoring software
  • EMS aviation experience strongly preferred
  • Commercial pilot license (rotary or fixed wing) highly desirable
  • Advanced computer skills, including proficiency in Microsoft Excel (pivot tables, advanced formulas), PowerPoint, and Word; familiarity with data visualization tools such as Tableau or Power BI is highly desirable
  • Experience with flight data analysis software (e.g., GE/Flight Data Services, or equivalent platforms) preferred
  • Comfort with database management and querying tools; ability to manipulate large datasets for trend analysis

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assist the Chief Safety Officer with departmental duties
  • Travel by personal or company vehicle throughout LFN’s service area is required. Must possess a valid driver’s license and automobile in good repair. Must provide proof of auto insurance and meet Driver’s Policy requirements.
  • Proficiency in Microsoft Office Suite and other appropriate commercial software
  • Thorough knowledge in the field of aviation regarding facilitation, education, investigation, and reporting processes
  • Excellent verbal and written communication skills, with the ability to communicate effectively and constructively with all levels within the organization
  • Able to take initiative and to create, implement, and improve procedures and programs
  • Able to successfully manage and adapt to varying operational climates expeditiously and positively

FOQA and Safety:

  • Serve as liaison between the Safety department and appropriate department for all FDM and VDM matters
  • Coordinate data retrieval and documentation of all aspects of FDM/VDM
  • Report FDM and VDM data recorder sensor problems found while reviewing the gathered data to appropriate department directors or managers
  • Assist with the designing of parameters with recorded data to identify hazardous conditions
  • Facilitate FOQA program evolution and implement enhancements through collaboration between departments
  • Define and develop the auditing and tracking of data to assure a measurable benefit
  • Evaluate options and write specifications for new equipment required to implement current FOQA programs and new data gathering programs in the future
  • Document and present the status of FOQA program, summarization of retrieved data and running statistics related to the FOQA program. Drafting and editing of policies pertaining to both FOQA and safety.
  • Assist the CSO with management of ASAP and LOSA programs
  • Assist with the development of safety initiatives and programs
  • Identify safety trends, distribute safety literature, newsletters and consolidated reports to appropriate areas, monitor and update the appropriate reporting systems
