JOB SUMMARY
This position performs specialized customer service and clerical duties in the collection of property taxes. An incumbent in this position may be designated “Tax Collection Specialist II.”
MAJOR DUTIES
KNOWLEDGE REQUIRED BY THE POSITION
SUPERVISORY CONTROLS
The Collections Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include North Carolina general statutes and county and department policies and procedures. These guidelines require are generally clear and specific but may require some interpretation in application.

MINIMUM QUALIFICATIONS
This position performs specialized customer service and clerical duties in the collection of property taxes. An incumbent in this position may be designated “Tax Collection Specialist II.”
MAJOR DUTIES
- Collects and posts current and delinquent property taxes for real estate, personal property, and registered vehicles by mail, in person, and by electronic payment.
- Posts payments and prepayments received by mail and in person by individual taxpayers.
- Processes E-Receivables payments from bank and assigns payments to correct tax accounts.
- Balances cash drawer and electronic payment files daily.
- Assists the general public, attorneys, loan companies, and others by providing information and assistance related to property tax bills and payments made to tax accounts.
- Answers telephone and directs inquiries to appropriate staff.
- Files and maintains records for prepayments, garnishment payments, attorney payments, mortgage payments, E-Receivables payments, and overpayments; maintains files in accordance with records retention guidelines.
- Processes enforced collection payments through the North Carolina Department of Revenue; prints and mails correspondence to notify debtors of pending enforced collections.
- Reviews and processes return mail and updates information in the AS400 system; researches and identifies new and current addresses, telephone numbers, etc.
- Transports deposits to the bank.
- Performs related duties.

- Knowledge of customer service principles and practices.
- Knowledge of bookkeeping principles.
- Knowledge of computers and job-related software programs.

- Skill in the preparation of clear and precise reports.
- Skill in dealing with the general public.
- Skill in oral and written communication.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, or stooping. The employee occasionally lifts light objects.
- The work is typically performed in an office.

MINIMUM QUALIFICATIONS
- Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
