PURPOSE:
Provides overall supervision, coordination and policy development of financial operations and reporting functions, including accounting, grant accounting, accounts payable, payroll, cash management and investment as well as procurement.
ESSENTIAL JOB FUNCTIONS:
- Manages professional staff in the areas of Accounting, Grants (post award financial management), Payroll and Purchasing.
- Directs internal and external financial reporting, coordination of annual audits and preparation of audited financial reports as well as reports such as: IPEDS, FISAP, EADA (Equity & Athletic Disclosure Act), CAFR, Bond Indebtedness and monthly financial status reports.
- Maintains strong fiscal management and appropriate accounting controls.
- Ensures institutional policies and procedures are followed.
- Recommends and institutes appropriate institutional policy controls and procedures as needed, reviewing, and recommending changes as needed.
- Develops and maintains strong cash management system and handles university investment strategy in coordination with financial institution.
- Provides advice and data relative to fiscal matters.
- Serves as a liaison with departmental units; maintains continuous interaction with internal and external constituencies.
- Ensures compliance and financial reporting requirements with Federal Rules and Regulations regarding Grants.

QUALIFICATIONS:
- Bachelor's degree in accounting or business management from an accredited institution required. Master's degree preferred.
- Three years' experience in preparation and analysis of financial statements required.
- Previous supervisory experience required.
- Higher Education experience with fund accounting, extensive financial and analytical skills, specific knowledge and experience in grant management, auditing, budgeting, cash flow management, student accounts receivable, payroll and procurement preferred.
- Skills in project coordination and policy development preferred.
