Job Title: Benefits and Payroll Specialist
Reports to: Payroll Supervisor
Dept.: Business Services
Exemption Status: Non-Exempt
Calendar: 226 Days

Primary Purpose:
Prepare payroll for the district, including related reports and deposits. Work under close supervision to ensure accurate and timely preparation of payroll records by following prescribed procedures and regulations. Coordinate the employee benefits program for the district. Maintain records and provide assistance to employees to ensure effective use of benefits.
Qualifications: Education/Certification:
· High school diploma or GED
Special Knowledge/Skills:
· Three years of payroll accounting experience and/or three years’ experience in benefits administration, insurance administration, or other related field.
Major Responsibilities and Duties:
· Prepares all payrolls including monthly and special payrolls.
· Prepares payroll checks for all employees and distributes them to campuses and departments.
· Balances payroll earnings and deductions; makes related transfers of funds and deposits.
· Receives and audits time sheets for all district employees.
· Balances after payroll bills and submits payment requests.
· Prepares and submits payroll reports and forms including those required by Internal Revenue Service, Texas Workforce Commission, Texas Retirement System, Federal Insurance Contributors’ Act (FICA), Medicare and Workers’ Compensation Commission.
· Prepares and post all payroll changes including payroll deductions, salary changes, terminations and new employee information.
· Administers employee benefit programs such as group health insurance, dental, life and medical reimbursement.
· Handles employee benefit inquiries and complaints to ensure quick, equitable, and courteous resolution.
· Processes all employee benefit enrollment and change forms within required time limits to meet payroll deadlines.
· Provides timely notice to employees under the requirements of the Consolidated Omnibus Budget
Reconciliation Act (COBRA) and Health Insurance Portability and Accountability Act (HIPAA).
· Resolves administrative problems with insurance carrier representatives.
· Assists in conducting benefits orientation meetings and enrollment of new employees in benefit plans.
· Assists with coordination of annual open enrollment process, including making group presentations and preparing, distributing and receiving materials and forms.
· Maintains physical and computerized files including payroll records, absent from duty reports, etc.
· Prepares and verifies the calculation of monthly premium statements for all group insurance policies.
· Balances and submits billing.
· Maintains statistical data relative to premiums and cost and assists with the preparation of reports.
· Maintains all physical and computerized health insurance records and assists with required data entry.
· Maintains and distributes insurance forms and supplies to campuses and other district buildings.
· Complies with policies and procedures pertaining to the job assignment.
· Demonstrates proper maintenance, care, storage and use of equipment and materials.
· Maintains proper safety and security precautions to prevent unnecessary or unreasonable risk of injury to self and others.
· Seeks to improve job performance through self-assessment, skill development, training and goal setting.
· Communicates with human resource department, campus secretaries and employees to ensure accuracy of information reported.
· Resolves payroll problems and inquiries in a timely manner.
· Responds to requests from financial institutions regarding verification of employment.
· Maintains confidentiality of information.
· Communicates effectively.
· Works cooperatively.
· Maintains an hourly work week that does not exceed 40 hours, and gets pre-approval for any hours worked above 40 hours.
· Pursues professional development by attending workshops, conferences and related organizational meetings.
· Performs other duties as assigned.
· All duties must be performed on site.
