Job Description:

We are seeking an experienced Business Analyst (BA) to join our team in Albany, NY. The ideal candidate will have a strong background in business analysis, enterprise-level software development projects, and working with diverse stakeholders. The BA will play a key role in requirements gathering, gap analysis, business process optimization, and agile software development.

Key Responsibilities:

• Lead and participate in complex projects with a focus on business analysis, requirements gathering, and validation.
• Conduct business and systems analysis, ensuring requirements are thoroughly documented and usable by quality assurance and development teams.
• Serve as a lead BA managing product backlogs, prioritizing requirements, and working closely with development teams for solution implementation.
• Work closely with customers, project managers, technical teams, and other business analysts to deliver high-quality solutions.
• Perform gap analysis on multiple state health and human services systems for modernized benefit and service system implementation.
• Lead business process reengineering and optimization initiatives, including analyzing mainframe logic and formulating modernized workflows.
• Develop detailed requirements documentation, including user stories, acceptance criteria, use cases, screen prototypes, and data specifications.
• Facilitate stakeholder workshops and ensure adherence to project timelines in an agile and hybrid agile environment.

Required Skills & Experience:

• Minimum of 7 years of experience in child support or eligibility programs, with at least 2 years in a lead BA role within a state-supervised, locally administered environment.
• Minimum of 7 years of experience working as a Business Analyst on complex projects.
• At least 2 years in a leadership role as a Business Analyst managing product backlogs and prioritizing requirements.
• Minimum of 7 years of experience working on enterprise-level software development projects, collaborating with diverse stakeholders.
• At least 7 years of experience in agile and hybrid agile methodologies, including backlog grooming and roadmap development.
• Minimum of 7 years creating requirements documentation, including user stories, acceptance criteria, use cases, and data specifications.
• Minimum of 7 years in business process reengineering and optimization, including analyzing mainframe logic and formulating To-Be processes.
• Minimum of 7 years conducting gap analysis of multiple state health and human systems for product-driven modernization efforts.

Preferred Qualifications:

• Strong leadership and communication skills with the ability to interact effectively with business and technical teams.
• Experience working with government agencies or human services programs.
• Expertise in agile methodologies, including SAFe or Scrum frameworks.
• Knowledge of state and federal regulations related to health and human services programs.
