Position Summary
The Oracle CC&B Utilities Engineer will be responsible for the design, implementation, and ongoing support of complex systems for the Utilities department of Cedar Rapids. This role requires extensive experience with Oracle Customer Care & Billing (CC&B) and Oracle Analytics Publisher, with a focus on system integration, troubleshooting, and performance improvement. The position requires on-site work and collaboration with cross-divisional teams to ensure high-quality IT solutions.
Key Responsibilities
Enterprise Solution Design: Design, document, and implement new enterprise application solutions within the IT environment for the Utilities department.Application Support: Provide ongoing support, maintenance, and enhancements for existing and new software applications.Troubleshooting & Analysis: Perform troubleshooting of infrastructure systems affecting application performance; conduct root cause analysis of complex issues.Documentation: Create and maintain detailed documentation for applications and programs.Collaboration: Work with cross-functional teams to resolve complex problems; consult on security issues and work closely with vendors and business users on software integrations.Requirements Gathering: Analyze user business requirements for the development and modification of computer systems.Technical Specifications: Assist in writing technical specifications, ensuring they meet the standards for systems development.

Required Qualifications
- Education: Bachelor s Degree in Information Technology, Computer Science, or related field; OR equivalent combination of education and experience.
- Experience: 7-10 years of experience in enterprise-level applications and a minimum of 10 years of experience with Oracle CC&B and Oracle Analytics Publisher.
- Proficiency with Oracle-based applications (CC&B and Oracle Analytics Publisher)
- Strong experience in Microsoft Office and VisioBackground in process design and workflow analysis
- Proven experience in in-depth configuration, coding, analysis, and output
- Experience with utilities support and process analysis.
- Knowledge of server and network operating systems.
- Project management skills with the ability to manage multiple projects and deadlines.
- Experience in root cause analysis and troubleshooting complex technical issues.
