Position Overview: The Estimator and Bid Manager will lead and manage the bid and estimation process for civil construction projects, ensuring that all submissions are accurate, competitive, and strategically aligned with Lone Star Civil’s capabilities. This position requires expertise in construction cost analysis, risk assessment, and contract management, as well as strong organizational and communication skills. This role is essential in setting the groundwork for project success by delivering well-prepared proposals that reflect our commitment to quality and client satisfaction.
Key Responsibilities:
1. Bid Review and Strategy
- Conduct thorough analysis of bid requests to understand project requirements and client expectations.
- Develop strategic and competitive approaches for proposals, leveraging available data to maximize bid success.
- Oversee the bid process from initial receipt through to submission, ensuring timely and complete responses that highlight Lone Star Civil’s strengths.
2. Documentation and Submissions
- Process and organize all bid documents, coordinating with subcontractors and vendors to gather critical input.
- Address subcontractor questions and issue Requests for Information (RFIs) as necessary to clarify project scope.
- Manage and incorporate all addendums, changes, and supplemental information into bid documentation, ensuring proposals remain accurate and comprehensive.
3. Pre-Construction Analysis
- Conduct site walks to gather vital project information and develop preliminary schedules to estimate project duration and general conditions accurately.
- Evaluate project scopes and identify the most effective construction approaches to maintain Lone Star Civil’s high standards of quality and efficiency.
- Perform precise quantity take-offs to validate subcontractor bids, ensuring accuracy and alignment with project requirements.
4. Risk Management and Evaluation
- Analyze and qualify conditions within proposals, carefully weighing cost, quality, and performance to select the most reliable subcontractors and vendors.
- Assess potential risks and develop strategies to mitigate them, ensuring that all aspects of the project align with company goals for profitability and client satisfaction.
5. Contract and Proposal Management
- Review and prepare contracts in line with Consensus and AIA documents, ensuring clear and enforceable terms.
- Draft subcontractor scope of work exhibits and prepare owner contracts, demonstrating a clear understanding of project requirements and expectations.
- Present project proposals to management and clients, tracking awards and handling negotiations to finalize deals effectively.
6. Project Handover and Support
- Compile and present a comprehensive project handover package to the project team, ensuring they have all necessary information for a successful start.
- Assist with project startup and coordinate the procurement of long-lead items, providing support to ensure a smooth transition from bid to build.
7. Estimation and Cost Analysis
- Develop detailed cost estimates for materials, labor, equipment, and subcontractor costs, maintaining accuracy in all calculations.
- Utilize industry-standard estimating software to streamline estimation processes, ensuring efficiency and precision.
- Analyze blueprints, specifications, and other project documents to perform accurate quantity take-offs and verify project scope.
8. Coordination and Reporting
- Collaborate with project managers and engineers to provide value engineering options, optimizing project delivery without compromising quality.
- Participate in pre-construction meetings, offering valuable insights on cost, project requirements, and budget considerations.
- Conduct post-project cost analysis and benchmarking to continuously improve and refine Lone Star Civil’s estimation techniques and bid strategies.
- Maintain organized and thorough records of estimates, bids, contracts, and other relevant documentation.
Qualifications and Skills:
- Proven experience in construction estimation and bid management, with a focus on civil construction projects.
- Strong understanding of construction processes, civil engineering principles, and industry standards.
- Proficiency in industry-standard estimating software and Microsoft Office Suite.
- Excellent analytical, organizational, and communication skills.
- Demonstrated ability to handle complex bidding and estimation tasks accurately and efficiently.
