The Residential Lease Administrator handles tasks related to managing a portfolio of thousands of residential leases, with an emphasis on rent-regulated leases, ensuring compliance with rent laws, and processing renewal lease agreements in accordance with local regulations. This role is particularly focused on rent-controlled and rent-stabilized properties under New York City's rent stabilization laws.
Lease Management:
- Administer and maintain all rent-regulated leases, and renewal leases ensuring compliance with NYC Rent Stabilization and Rent Control laws.
- Process newly approved leases, statutory renewals, and amendments in accordance with rent guidelines.
- Monitor expiration dates of rent-regulated and non-regulated leases, confirming timely delivery of renewal lease offers and follow-up to ensure return of executed documents.
- Administer and maintain all non-regulated residential leases and assist property management and leasing teams with commercial tenant leases and lease documents.
- Maintain accurate records and files of lease agreements, renewals, rent adjustments, and other tenant communications.
- Prepare applications, file, track and document any allowable rent increases (or decreases), including IAI’s, MCI’s, etc., ensuring they align with legal guidelines. Providing workpapers within the files for future reference.
- Assist consultants with MCI’s, J-51’s, etc., filings.
Compliance & Documentation:
- Prepare and submit Annual Rent Registrations to the New York State Division of Housing and Community Renewal (DHCR).
- Make sure all regulated leases meet NYC Department of Housing Preservation and Development (HPD) and Division of Housing and Community Renewal (DHCR) requirements; regularly updating lease form, upon counsel advisement, to insure all required and recommended riders and attachments are provided with new leases and renewal leases.
- Collaborate with legal teams to address any disputes or compliance issues involving rent-regulated leases.
- Submit necessary paperwork to DHCR and HPD for rent adjustment applications, rent overcharge complaints, and other regulatory processes.
Rent Stabilization Law Adherence:
- Oversee adherence to rent stabilization laws, ensuring that rent increases, late fees, and other charges are applied within the legal limits.
- Stay current with changes in NYC rent laws and ensure compliance in lease administration.
Tenant Communication:
- Serve as a point of contact for tenants regarding lease inquiries and concerns.
- Process and respond to tenant complaints or disputes related to lease issues.
Rent Collection:
- Work with the accounts receivable team to ensure rent payments are collected in accordance with lease terms.
- Track rent arrears and implement procedures for managing late payments, including serving notices if necessary.
Reporting:
- Provide regular updates on the status of leases, renewals, and compliance issues.
Education:
- High school diploma or equivalent required; college degree preferred.
Experience:
- Minimum of 2-3 years of experience in rent-regulated lease administration, property management, or related fields.
- Strong knowledge of NYC rent stabilization and rent control laws.
Skills:
- Strong attention to detail and organizational skills.
- Excellent communication and interpersonal skills for dealing with tenants, landlords, and legal representatives.
- Ability to interpret and apply local, state, and federal regulations regarding rent control and rent stabilization.
- Proficient in Microsoft Office Suite, with a focus on Excel and Word; experience with property management software is a plus.
- Salary: $70,000 - $85,000, based on experience.
