The HCVP Administrative Assistant – Inspections aspect of this job schedules the HCVP HQS Inspectors to conduct inspections of units for landlords and HCVP participants, follows up with all necessary paperwork throughout the inspection process until the inspections are completed and the units pass. The Recertification Specialist aspect of this job interacts with participants and HCVP staff to conduct certifications.
Recertification Specialist:
Enters certifications and abatements into the computer.
Gathers documents and information to verify family composition, income, assets, and expenses.
Obtain household information from Enterprise Income Verification (EIV) and review for discrepancies.
Send third-party requests for verifications and follow-up letters, as needed.
Reviews file; compares previous certifications for accuracy and potential discrepancies.
Validates income, assets, expenses; calculate rent in accordance with HUD regulations and guidance and LMHA’s HCVP Administrative Plan.
Ensures accurate entry of data into LMHA’s PHA software.
Performs clerical work such as answering the phone and filing.
Process financial adjustments to correct HAPs or URPs.
Performs routine administrative tasks, such as answering the phone, returning calls on timely basis, filing, copying, retrieving supplies, emailing,
Recognizes, documents and forwards to management requests for reasonable accommodation,
Assists other Occupancy Specialists, Managers, and Assistant Managers as needed by completing diverse tasks or special projects as assigned by the HCVP Manager.
Organizes and computes files to determine rent subsidy for other certifications; reviews all accompanying documentation.
Analyzes data on documentation for rent and subsidy determination.
Follows through with inspections, verifications, and other pertinent correspondence.
Performs other related duties as required.
HCVP Administrative Assistant – Inspections:
Responsible for maintaining schedules for initial, annual, and special Housing Quality Standards (HQS) inspections and Housing Quality Control (HQC) inspections of HCVP and VASH units.
Gathers appropriate information to prepare all related paperwork associated with the inspection process.
Issues notices to landlords and tenants to schedule appointments for inspections/re-inspections.
Downloads inspections from inspection computer to show if a unit passed or failed.
Prints, reviews, corrects, and tracks results of inspections; distribute to caseworkers.
Complete Rent Reasonable Comparison for rent increase requests and contracts.
Send inspection reports to tenants and landlords.
Follow-up on failed inspections by scheduling re-inspection.
Prepares and follows up on 24-hour notices for emergency deficiencies.
Maintains log of annual reports regarding emergency, special, and quality control inspections and units that pass using certifications.
Schedules special, HQC, and conditional inspections and re-inspections.
Tracks conditional extensions and corresponds with owners if no response has been received.
Runs various reports as needed.
Corresponds with owners and tenants, on a daily basis, utilizing phone, fax, email, letters and in person.
Uses auditor tools to search for specific property ownership; follow up on discrepancies.
Processes abatements and cancel abatements and sends all correspondence to families and landlords.
Conducts HQS inspections as needed.
Associate’s degree in Business or related field and one (1) year of customer service experience or previous experience determining property rents, or equivalent combination of education and relevant experience (High School diploma/GED minimum).
Must possess and maintain valid Ohio driver’s license and be insurable by LMHA’s vehicle insurance carrier; if current driver’s license is not from Ohio, must obtain Ohio’s driver’s license within 14 days of employment. Must obtain Occupancy Specialist certification from qualified learning institution within 24 months of hire. Must obtain HCVP Housing Quality Standards certification from qualified learning institution within 24 months of hire.
