We are currently seeking two senior-level Employee Relations Specialists: one with a consultative focus and the other with an investigative emphasis. This position will report directly to the HR-ER Group Leader and will be a key member of the team responsible for a variety of employee relations activities. The Employee Relations team is a highly collaborative team and works closely with legal counsel, the Human Resources Division Office, and other partners around the Laboratory.

Consultative/Advisory

While implementing and adhering to related employment law and LANL policy, you will be responsible for intake and triage of employee relations concerns, as well as referral for investigation when needed. In this role, you will be responsible for providing reliable, credible, and timely advice to all levels of employees and management on employee relations matters. You will assist management with navigating Laboratory processes around managing the workforce and addressing performance, attendance, and conduct issues. In addition, you will develop and deliver trainings/presentations on employee relations subject matter. You will be called upon to think proactively and creatively on addressing a myriad of employee relations issues.

Investigative

While implementing and adhering to related employment law and LANL policy, you will be responsible for conducting timely and accurate workplace investigations into allegations of misconduct, including but not limited to: harassment (including sexual harassment), discrimination, retaliation, insubordination, workplace violence, substance abuse, safety and security violations, and violations of LANL policy or procedure. You will be responsible for writing reports, summarizing investigative findings and briefing management on those findings. In this role, you will work closely with and advise management, HR personnel, and other relevant parties during the course of the investigative process.

Minimum Job Requirements:

Technical Expertise

Expert level knowledge of employee relations best practices and procedures. Expert level knowledge of legal requirements affecting employee relations administration, such as Title VII of the Civil Rights Act, ADA, and FMLA, etc. expert level experience and demonstrated skill in conducting research, investigating factual allegations, and recommending effective solutions to problems affecting employee relations administration. Excellent skills with research and analysis of complex issues.

Communication

Excellent written and verbal communication skills. Experience with drafting complex written reports. Proven ability to interact effectively with all levels of internal and external personnel, including senior-level personnel.

Tact and Time Management

Ability to exercise good judgment and appropriate discretion in matters of high sensitivity. Experience in defusing emotions and managing conversations in difficult situations. Ability to work under pressure, often under tight deadlines.

Education/Experience: Position requires a bachelor's degree in a relevant field and 12 years of related experience, or an equivalent combination of education and experience directly related to the occupation. At this level, post graduate work may be desirable.

Desired Qualifications:

  • Active Q clearance
  • Graduate degree in law, human resources, or related field.

Work Environment:

Work Location: The work location for this position is telework and is located in Los Alamos. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 Year

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Please refer to Policy Policy P701 for applicant eligibility requirements.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
