This position will be filled at either the S&E Program Manager 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Science & Engineering Program Manager 2 ($114,700-$191,200)

As a Program Manager for Surveillance Flight Body Subassembly (SFBS) Product Realization team within Q-20, the W93/Mk7 Systems Development and Realization group, you will be responsible for managing a multi-year effort to plan, integrate, and execute the product realization process for the SFBS and integrating Q-20 efforts with the Joint Test Assembly (JTA) product realization team managed by Sandia National Laboratory (SNL).

The selected candidate will work closely with system engineers, qualification domain leads, and technical and programmatic staff from other organizations (internal and external) to identify, develop, and manage the technical and programmatic effort necessary to implement R901, Product Realization Process

The Program Manager will also be expected to identify and develop scope, manage multi-year work packages, integrate across internal and external organizations, collaborate with hardware managers, manage and mitigate risk, use excellent communication skills to negotiate scope and deliverables and ensure program needs and status are clearly understood, and have outstanding teaming skills, while simultaneously demonstrating the ability to work well with a diverse team of technical and programmatic staff.

Science & Engineering Program Manager 3 ($138,500-$233,200) In addition to what was outlined at the lower level, at this level the program manager will have advanced knowledge of the Phase X/Phase 6.X requirements, including the Pilot Product Realization requirements, will be expected to represent LANL W93 objectives at internal and external meetings, often called upon to present information or data in meetings with senior leadership and technical and programmatic staff, and will serve as a mentor to more junior program managers.

Minimum Job Requirements:

Program Management: Working knowledge of and experience in program management of technical work, including the development of program work scope, schedules, priorities, budget(s) and performance milestones, identifying and managing risks (threats and opportunities), reporting schedule variance and defining and tracking associated schedule variance corrective actions to closure.

Portfolio Management: Entry level knowledge of the NA-12 (Office of Stockpile Management) based programs.

Technical Knowledge: Ability to develop technical working knowledge of weapon component design, fabrication, assembly, test and analysis efforts.

Scheduling: Knowledge and ability to balance scope, resources and priorities, and use software for planning, tracking, and efficiently mobilizing resources to assure scope completion.

Finance: Experience in managing cost and schedule commitments for moderately complex projects.

Leading Teams and Collaboration: Demonstrated ability to work effectively with and cultivate strong teaming culture across all levels of technical and programmatic staff. Demonstrated ability to de-conflict situations and work with stakeholders to uphold priority of LANL W93/Mk7 schedule needs.

Communication: Demonstrated evidence of strong interpersonal, presentation, and written skills; demonstrated by successful relationship building, creating presentations and reports, and nurturing effective working relationships with internal and external customers.

Additional Job Requirements for S&E Program Manager 3:

In addition to the requirements outlined above, qualification at the higher level requires:
  • Advanced knowledge and experience in all previously identified areas.
  • Proven record of developing and leading successful teams.
  • Proven record of working independently or collaborating with others as needed to achieve an objective.

Education/Experience at lower level: Position requires a Bachelor's Degree in a science, engineering or related field, from an accredited institution and 5 years of directly related technical and program management experience; or ,an equivalent combination of education and technical experience directly related to the occupation.

At this level an advanced degree is typically expected.

Education/Experience at higher level: Position requires a Bachelor's Degree in a science, engineering or related field, from an accredited institution and 8 years of directly related technical and program management experience; or ,an equivalent combination of education and technical experience directly related to the occupation.

At this level an advanced degree is typically expected.

Desired Qualifications:
  • Q Clearance
  • Formal project management training or education with the ability to obtain a Project Management Professional certification within 2 years.

Work Environment:

Work Location : The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year .

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires ship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
