The Human Resources Division is responsible for all personnel functions for employees of the Office of the City Attorney (“Office”). The union agreements are MOU 1, 3, 20, 29, 31, 32, 36 and 37 and can be found [HERE - https://cao.lacity.gov/MOUs/index.htm]
- Plan, organize, direct, and coordinate the human resources program for the Office.
- Recommend, establish, interpret, and evaluate personnel policies, standards, rules, procedures, and guidelines and serve as liaison between the Office and the City Personnel Department and other departments on all phases of human resources administration.
- Create and supervise the creation, updating and maintenance of employee handbooks for the positions across the Office.
- Initiate and recommend personnel actions; establish, process, and maintain personnel records.
- Confer with, consult, and advise the Office on human resources matters including position classification, job duties, compensation, recruitment, placement, transfers, promotions, leaves of absence, management-employee relations, affirmative action/equal employment opportunity, discipline, employee safety, benefits, and other working conditions.
- Consult with and advise the Office on the interpretation and application of personnel provisions of the Charter, Los Angeles Administrative Code, relevant City ordinances, Memoranda of Understanding, and other state and federal requirements affecting the Office’s personnel.
- Consider and make determinations or recommendations on requests for reclassification, salary adjustments, transfers, labor-management relations, and other human resources matters.
- Lead or participate in union negotiations, impact bargaining and the meet and confer process.
- Confer, as appropriate, with the Office’s Workers' Compensation Division, with City representatives of the retirement system, and with the City Administrative Office (CAO).
- Administer the Office's support staff classification plan; review and recommend changes to the plan; advise the Office of the impact of any changes on the human resources program.
- Develop and monitor the Office's Equal Employment Opportunity (EEO) Policy. Serve as the Office's EEO Coordinator, Sexual Harassment Counselor and Coordinator for the Disabled. Handle discrimination and sexual harassment complaints.
- Meet with employees and their representatives on human resource issues, rules, policies, and procedures; interview and counsel employees on educational, vocational, disciplinary, and personnel matters.
- Plan, assign, direct, coordinate and evaluate the work of professional and clerical employees assigned to the Human Resources Division; supervise the preparation of personnel documents and the maintenance of personnel records; analyze personnel records to determine employment trends and other personnel issues.
- Direct the recruitment, examination, interview, placement, transfer, promotion, and termination processes. Develop procedures and standards for evaluation and testing of personnel; direct the evaluation and testing processes; prepare position descriptions and duty statements; recommend modifications, as appropriate.
- Review and report on the performance of employees; investigate and prepare reports relating to employee discipline and recommend appropriate action; oversee administration of the Office's and negotiated grievance procedures.
- Direct the planning and coordination of orientation, clerical, and Workforce Diversity/ Sexual Harassment training programs; direct the Office's participation in the employee assistance program; represent the Office at conferences and meetings relating to the human resources program; attend meetings of the Advisory Personnel Committee/Employee Relations Round Table.
- Direct the Office's Conflict of Interest filing process; monitor employees' compliance with the City's Governmental Ethics Ordinance and serve as the Office liaison to the Ethics Commission.
- At least five years of full-time experience in human resources performing the range of duties and responsibilities of a head of human resources including recruitment, retention, employee wellness, compliance, discipline, policies, and termination.
- Experience in handling discipline, grievances, and complaints. Supervisory experience is desirable. Experience with labor union contracts and a unionized workforce is desirable. Experience with lawyers, prosecutors, and legal services providers is preferred.
- The ability to manage work and staff through subordinate supervisors.
- Knowledge of Workers' Compensation laws and procedures, the Fair Labor Standards Act, the California Fair Employment and Housing Act, state and federal laws regarding discrimination, protected classes and whistleblowers, and the laws and regulations related to equal employment opportunity, hostile workplaces, and retaliation.
- The ability to meet and communicate appropriately and effectively with all levels of management and employees, employee representatives, and representatives of other City departments.
- The ability to formulate and express ideas concisely, clearly and persuasively, both orally and in writing, is essential.

Telework
After 6 months on the job, this position may qualify for telework 1 day per week upon demonstrating technical personnel knowledge in the position.
Location
200 N. Main St., Los Angeles, California. Position is subject to assignment at any location within the County of Los Angeles.
Probation (new employees only)
Appointment to this exempt position (non-Civil-Service) will be subject to a one (1) Year probationary period as required by Section 1050 of the City Charter. Successful completion of the one (1) year probationary period will result in tenure with the office.
Classification
Internal applicants: Placement in this position will initially be as a lateral transfer with the selected candidate assuming the position in their current classification.
