What are the responsibilities and job description for the DCA III - Data Privacy and Cybersecurity General Counsel position at Los Angeles City Attorney's Office (CA)?
The attorney may also be responsible for the development and drafting of ordinances and contracts and will be required to prepare advisory opinions or legal memoranda on issues of significance to the City. Additionally, the selected attorney may be asked to assist with handling specialized litigation relating to City departments, contracts, and ordinances.
- Minimum five (5) years of experience in cybersecurity or data privacy law;
- Demonstrated high-level written and oral communication skills;
- Demonstrated strong research and writing skills in complex areas of law;
- Strong analytical and reasoning skills;
- Strong desire to serve the public interest;
- Demonstrated ability to handle a busy and varied workload;
- Demonstrated ability to exercise sound judgment;
- Licensed to practice law in all courts in the State of California.Desired Qualifications
- Experience advising on HIPAA and healthcare law
- Experience drafting privacy/security policies and editing contracts and NDAs;
- Experience conducting privacy compliance assessments and developing incident response procedures;
- Knowledge and understanding of information security policies and standards, data governance and data standards, anonymization of data, and privacy by design;
- Experience advising cybersecurity officers on matters relating to data assurance, data protection, threat defense, risk management, and regulatory compliance;
- Knowledge and understanding of both operational privacy and regulatory requirements, including CCPA and CPRA;
- Experience advising or working with government agencies or legislative bodies.

Telework
This position may qualify for up to 3 days of telework per week following a 3-month period from date of hire.
Current Location
City Hall East, 200 N. Main Street, Los Angeles. Position is subject to assignment at any location within the County of Los Angeles.
Probation
For external applicants – Appointment to this exempt position (non Civil-Service) will be subject to a two (2) year probationary period as required by Section 1050 of the City Charter. Successful completion of the two (2) year probationary period will result in tenure with the office.
Classification
For internal applicants– Placement in this position will initially be as a lateral transfer with the selected candidate assuming the position in their current classification.
