Definition
Manages, coordinates, and facilitates a portfolio of strategic multi-disciplinary technology initiatives, programs, and projects through project start-up, execution, monitoring and control, release, training, and closure phases.
Typical Duties
Acts as the primary subject matter expert on project deliverables, timetables, risks, and challenges; responds to concerns, requests, and questions from college administration and stakeholders.
Develops a written implementation plan for assigned projects that addresses : project tasks, scheduling, milestones, and timelines; data and system support; risks; progress monitoring and evaluation communication; training and technical assistance; organizational support; staffing / team membership and roles; resource requirements and procurement; and expansion and scale-up requirements.
Develops a progress monitoring and evaluation schedule that ensures the implementation plan is regularly reviewed, updated, and improved.
Develops a project communication plan which includes : communication strategies; audience identification; messages, materials, and format; timing; and project promotion approaches.
Develops a comprehensive organizational change management plan which includes proper stakeholder analysis, effective communication / training, and successful transition strategies.
Develops methods to measure customer satisfaction; seeks feedback at critical milestones and at project completion to ensure project efforts meet customer expectations.
Participates with project stakeholders in assessing and modifying existing internal administrative structures which may be impacted by project implementation including, but not limited to, operational policies and procedures, workflow, forms, contracts, inter-unit dependencies, reporting structures, and supervision.
Measures project performance using appropriate systems, tools, and techniques.
Collaborates with District-level technical managers and analysts across functional areas to coordinate cross-team work, tasks, and activities; to manage changes in project scope and / or approach; and to resolve technical issues as they arise; reports and escalates issues to management as needed.
Effectively monitors the work of third-party consultants and vendors to ensure adherence to contractual stipulations and obligations and other contractual performance metrics.
Manages general, contract, grant, bond, and / or other special funding for assigned technology projects; approves and monitors budget expenditures; prepares budget revisions; approves requests for payment; and provides status and annual reports on all accounts.
Participates in processing and negotiating cost, scheduling change orders, and resolving disputes.
Manages purchasing activities for project procurements; coordinates and facilitates the ordering, receiving, and payment activities related to the acquisition of project technology.
Performs related duties as assigned.
Distinguishing Characteristics
A Technology Project Manager effectively manages, coordinates, and facilitates a portfolio of strategic multi-disciplinary technology initiatives, programs, and projects through project start-up, execution, monitoring and control, release, training, and closure phases.
A District IT Manager, College Technology Services plans, coordinates, and manages the operational planning, execution, and evaluation of day-to-day technology services for all colleges of the District, including computer software, computer hardware, security technology and related peripheral equipment; liaison with college administration regarding the needs and status of local technology issues; and ensures satisfaction with technology solutions and customer service.
Supervision
General supervision is received from a Chief Information Technology Manager, Engineering and Technology Services Delivery. Technical direction is provided to technical and contract / vendor staff on a project-by-project basis.

Entrance Qualifications
Education and Experience :
A bachelor's degree from a recognized college or university, preferably with a major in computer information systems, computer science, computer engineering, mathematics, or a related field.
Three years of recent, full-time, paid, professional-level experience in managing large, complex technology projects. Supervisory experience is desirable. Experience in a higher-education environment is desirable.
Certification :
The following certification must be obtained within six months of employment and remain current thereafter :
- Project Management Professional (PMP) or equivalent such as successful completion of a recognized college-level project management curriculum
Special :
A valid Class "C" California driver's license is required.
Travel to locations throughout the District is required.
