The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. If you are looking for a new career that will directly benefit the population of LA County, this may be the opportunity for you.

The Department of Military and Veterans Affairs is seeking qualified candidates to fill emergency Administrative Services Manager I vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Administrative Services Manager I.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS


  • Conducts comprehensive research and data analysis to assess the needs of homeless populations, identifying key challenges and emerging trends to guide policy and program development aimed at improving homelessness services.
  • Collaborates with external agencies, contractors, and county departments to ensure homeless services programs are implemented effectively, coordinating efforts to address the needs of Veterans experiencing homelessness.
  • Analyzes operational and programmatic data for homeless services to assess program effectiveness, making recommendations for improvements or adjustments to meet the evolving needs of the Veteran homeless population.
  • Prepares reports and presentations to communicate current data regarding Veterans served, findings from homelessness research, ensuring stakeholders are informed about the progress, challenges, and outcomes of homelessness initiatives and services.
  • Develops and monitors statistical processes to track the performance of homeless services programs, ensuring the quality, integrity, and relevance of data used for decision-making in Veteran homelessness intervention efforts.
  • Evaluates funding and resource allocation for Veteran homeless services, ensuring the efficient and effective use of resources to maximize the impact of programs designed to assist individuals experiencing homelessness.
  • Participates in community outreach initiatives, engaging with local organizations, vendors, and residents to build partnerships and enhance the reach and impact of homelessness services.
  • Provides policy recommendations and guidance to leadership based on research and analysis of homelessness data, contributing to the development of long-term strategies for addressing homelessness at a countywide level.
  • Monitors and tracks compliance with federal, state, and local regulations related to homelessness services, ensuring programs are operating within legal frameworks and meeting required standards.
  • Leads or participates in meetings with stakeholders to discuss homelessness service strategies, resolve conflicts, and ensure that all involved parties are aligned with the goals of reducing homelessness and improving service delivery.

Requirements

TRAINING AND EXPERIENCE

Option 1

  • A Bachelor's degree from an accredited college or university -AND- Three years of experience performing analytical assignments, two years of which must have been at the associate analyst level, primarily researching, analyzing and synthesizing data, as well as making recommendations for resolving administrative or operational problems within one or more of the following administrative fields: human resources, budget, finance, contracts or other closely-related administrative field.

  • A Master's degree or higher in Business Administration, Public Administration, Law or closely related field may be substituted for one year of the required experience.

Option 2

  • Five years of experience performing analytical assignments, two years of which must have been at the associate analyst level, primarily researching, analyzing and synthesizing data, as well as making recommendations for resolving administrative or operational problems within one or more of the following administrative fields: human resources, budget, finance, contracts or other closely-related administrative field.

Associate analyst level work involves 1.) the independent performance of a variety of routine to moderately complex assignments and/or 2.) under more direct supervision, the performance of complex assignments. Both types of assignments require the use of established research and analytical methods and techniques, as well as sound professional judgment to analyze and resolve problems and issues related to administrative functions such as human resources, budget, finance, contracts and other closely-related administrative functional areas. This level of work is generally assigned to positions in classifications above the entry level classification of the respective series.

Administrative is defined as work involving the application of a substantial body of knowledge of principles, concepts, and practices applicable to one or more fields of administration or management. While positions in this occupational group do not require specialized education, they demand the type of skills (analytical, research, writing, judgment) typically gained through a college-level education, or through progressively responsible experience.

Closely-Related administrative field is defined as predominantly centralized field or function that could be found in multiple departments (such as HR, Contracts, budget, and finance), concerned with analyzing, evaluating, modifying, and developing policies and procedures which facilitate the work of the department; and the application of knowledge of administrative analysis, theory, and principles.

LICENSE

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS
2 - Light.
Positions within this class require light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
